Android, iOS gain subscribers in US while RIM slides

Google's Android and Apple's iOS gained a larger percentage of the U.S. smartphone market in the latter part of the year, while Research in Motion's share declined along with Microsoft and Symbian, according to the latest figures from market researcher comScore.

Android's market share rose from 43.8 percent at the end of August to 46.9 percent at the end of last month, comScore said. A total of 91.4 million people in the U.S. own a smartphone, and comScore surveyed more than 30,000 users to derive its figures.

Apple held 28.7 percent of the market, up from 27.3 percent. RIM slid from a 19.7 percent share to 16.6, the biggest decline of five platforms ranked by comScore. Microsoft declined .5 percent to 5.2 percent, and Symbian fell from 1.8 percent to 1.5 percent.

Google's open-source Android operating system is used by a variety of major manufacturers, including Samsung, LG, Motorola and HTC. Andy Rubin, Google's senior vice president of mobile, wrote on Twitter on Wednesday that 3.7 million Android devices were activated on Saturday and Sunday alone.

As far as manufacturers, Samsung held 25.6 percent of the market and LG at 20.5 percent. Motorola came in third at 13.7 percent, followed by Apple at 11.2 percent and RIM 6.5 percent.

For RIM, the figures mark what has been a difficult year for the company, which experienced a major service outage in October and a tough launch of its PlayBook tablet.

Police beef up security for Occupy Rose Parade protests

Facing a protest by Occupy demonstrators, Pasadena police will bolster their already robust presence at this year?s Rose Parade.

Pasadena police and Tournament of Roses officials have been negotiating with Occupy forces for several weeks on a plan that they hope will prevent any disruptions to the Jan. 2 parade. Pasadena officials are allowing the Occupy group to march on the parade route after all the official floats have passed.

Protesters intend to march with large banners that decry wealth inequality in the United States and to unveil a few colorful "floats" of their own, including a giant people-powered octopus, said Pete Thottam, an Occupy spokesman. The octopus -- to be made out of recycled bags and stretch 40 feet from tentacle to tentacle -- is designed to represent the stranglehold that Wall Street has on the political process, he said.

Planned speakers include Cindy Sheehan, an antiwar activist who lost her son in the Iraq war, local Occupy activists and possibly leftist documentarian Michael Moore.

Pasadena Police Lt. Phlunte Riddle declined to say how many of the city?s 235 sworn officers will work on Jan. 2, when the Rose Parade and Rose Bowl game are expected to attract as many as 800,000 people to Pasadena. But the array of local police, county sheriffs and state and federal law enforcement agents will be larger than usual, she said.

?We have brought on some additional resources since learning that Occupy intends to demonstrate,? Riddle told the?Pasadena Sun. ?We use federal, state and local partners to make sure we have the appropriate resources on hand.?

Riddle declined to say which agencies would assist the city. In the past the FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives?have had a presence, as have the National Guard and the California Highway Patrol. Every year the L.A. County Sheriff?s Department enters into an agreement with Pasadena to provide support. Riddle said plain-clothes and uniform officers will be on hand.

13-foot Burmese Python found in South Florida pool

MIAMI -- A South Florida family got a big surprise on Christmas Day, but it wasn?t delivered by a man in a big red suit.

Miami-Dade Fire Rescue?s Venom Unit was called in to capture a 13-foot Burmese Python that made its way into a backyard pool at Southwest 97th Avenue and 183rd Street on Sunday, according to TV reports from WSVN and NBC Miami.

The incident occurred just as a proposal to ban the import and interstate sale of Burmese pythons and eight other large exotic snakes has stalled, swallowed up in White House bureaucracy for nearly a year, as reported by The Miami Herald this week.

Burmese pythons are a problem in South Florida. In the Everglades, and its surrounding farm and wild lands, a population estimated in the thousands has eaten everything from alligators to endangered wood rats. Two months ago, in the latest gruesome find, South Florida Water Management District workers captured a 16-footer swollen with a 76-pound deer inside.

Florida wildlife managers have moved swiftly on the snake threat, last year effectively banning personal ownership of Burmese pythons and seven other constrictors as pets.

Snakes whose owners had obtained $100 annual licenses and implanted them with microchips before July 2010 were grandfathered in. Reptile breeders, dealers, researchers and exhibitors also can continue operating under a separate permit program, as long as they agree to strict storage and transport rules. But it?s proven far more difficult to secure sweeping nationwide curbs on the pet trade, which many scientists blame for first unleashing pythons into the Everglades.

Libya to include rebels in military from January (Reuters)

TRIPOLI (Reuters) ? Libya will include thousands of former rebels who helped topple Muammar Gaddafi in its armed forces from January, the defense minister said on Sunday, testing the government's ability to get rebel leaders to cede command of their fighters.

Although rebels met a deadline imposed by the National Transitional Council (NTC) to withdraw this week from the capital Tripoli, militias led by rival commanders still guard key installations and checkpoints across the city.

The lack of a fully functioning army and police force, has given militias free rein to fight turf wars after the uprising that ended Gaddafi's 42-year dictatorship in August.

"The program aims at including the revolutionaries in many fields including defense," Osama al-Juwali, interim defense minister told a news conference also attended by interim interior minister Fawzi Abd al-All.

"The idea is to inject new blood in the army which was marginalized by the tyrant (Gaddafi)," said Juwali who was commander of the Zintan militia that captured Gaddafi's son Saif al-Islam in November.

Abd al-All said the rebels were also invited to take up positions in the interior ministry which, he said, was understaffed. He said they could also apply for civilian jobs in government offices through the ministry of labor.

Lifting of the U.N. Security Council sanctions this month on Libya's central bank and a subsidiary means that the interim leaders have access to cash that could be used to offer the fighters well-paying government jobs.

Juwali said that part of the plan was to train the rebels to take up high-ranking positions in the military.

He said it would take a month to register and allocate them to the military, police and other civilian posts, and months before they were trained to guard borders and installations, including oilfields and refineries, now held by rival militias.

"Everyone is allowed to join the special forces, the navy and others," he said. Talks were being held with a number of countries to train rebels inside and outside Libya for the military, he said.

Gaddafi ignored the military, giving control to security militias led by either his sons or confidants.

Juwali said he was not concerned about occasional skirmishes among rebel factions and that he was continuously in contact with most of the rebel leaders.

"I am not worried about the revolutionaries," he told Reuters after the conference. "The revolutionaries ask me every day when can they hand in their weapons and ammunition, but I tell them to wait until we have the facilities to store them."

The latest major turf war broke out this month when armed men in the vehicles of Libya's new national army tried to take control of Tripoli's international airport from a powerful Zintan militia unit.

Jack Warner slams FIFA, president Blatter

Former FIFA vice president Jack Warner has again lashed out at the organisation's president Joseph "Sepp" Blatter, local media reported.

The Jamaica Observer quoted a statement Warner released in which he said that "the arrogance with which FIFA continues to ride roughshod over duly appointed officials ... is unethical and outright immoral."

Warner earlier this year resigned from the world controlling body while he was facing an ethical investigation over corruption allegations involving the president of the Asian Football Confederation Mohamed bin Hammam, who was going to stand against Blatter for presidency.

Warner was accused of trying to influence Caribbean officials to vote for Bin Hammam by giving them money.

Warner criticised Blatter, who a few weeks ago was accused of downplaying racism, in his statement. "The FIFA president must not be allowed to continue the demeaning of people of colour without someone raising a voice to tell him enough is enough.

"The FIFA president cannot continue faux pas after faux pas with impunity especially when all his wrongdoings are along the same vector of megalomania, covert racism and discrimination.

"The time has come to break the silence. One must no longer accept silence as affirming the wrong being perpetuated by the FIFA. In this regard I have decided to break my silence."

Warner accused FIFA and Blatter of undermining the CFU and the continental association CONCACAF.

"One cannot help but wonder (why) this abuse is allowed to continue without a voice being heard from among (the FIFA's) own membership and the wider football community.

"The response would have been so vociferous (if it was UEFA) that even attempts by the FIFA to apologise would have been drowned out," he said.

NFL: Tim Tebow meets prep quarterback amputee

Orchard Park, N.Y. ? Tim Tebow, meet Jacob Rainey.

The Denver quarterback whose on-field comebacks have intrigued the nation, met Rainey, whose had part of his right leg amputated after an injury in September, before the Broncos faced the Buffalo Bills on Saturday.

"I?m excited, I guess, to meet someone that famous," said Rainey, the highly rated Virginia prep quarterback who was hurt in a scrimmage. It?s nice that he can take time out of his day to help other people out. I appreciate it."

Rainey was flown with his family to Buffalo to watch the Christmas Eve game by Tebow?s Wish 15 foundation, which has brought a young fan to every Broncos game this year. Rainey?s story has been inspirational and heartbreaking.

Regarded as a can?t-miss major college prospect out of Woodberry Forrest School, Rainey suffered a severe knee injury that also severed an artery in his right leg. He underwent several operations until it was finally determined doctors had no choice but to amputate part of the leg.

It?s his outlook and courage facing a life-changing incident that has so inspired family, friends and teammates.

The fact that he?s taken his injury in stride, not laying blame at anyone or adapting a "why me?" attitude has drawn the attention of the likes of Alabama coach Nick Saban, who sent him a red Crimson Tide jersey with the message "Keep Fighting" on it.

Green Bay linebacker Clay Matthews also sent him an autographed jersey.

"I don?t feel that inspirational," he said. "There?s no point in complaining about it. It is what it is."

On Saturday, Tebow trotted off the field and met Rainey and his family just after the Broncos finished pregame warm-ups. The Denver QB hugged Rainey?s entire contingent, and the two conversed for several minutes on the sideline.

"We?re just impressed with Tim, already having the foundation at such a young age, giving back to the community," said Rainey?s dad, Lee. "He understands what it?s all about ? not just wins and losses.

"We?ve always been big Tim Tebow fans before this," the elder Rainey said. "Now that he?s reached out to bring Jacob up to the game, he made the effort to make a difference."

NFL Week 16 Picks: Saints Will Win Monday Night Shootout over Falcons

After weeks and weeks of horrible, unwatchable matchups, Monday Night Football?is finally getting to the good stuff.

In Week 15, we were treated to an entertaining tilt between the Pittsburgh Steelers and San Francisco 49ers, which was awesome enough to literally suck the energy out of Candlestick Park.

In Week 16, we have an even better matchup, as the Atlanta Falcons are slated to hit the road to take on the New Orleans Saints. The Falcons will be looking to stay alive in the NFC South, and the Saints will be looking to clinch it.

The spread, according to Bovada (formerly Bodog), has the Saints favored by seven points, which makes sense given that they're the home team and also happen to be on a six-game winning streak.

But the Saints are not going to win this game by a touchdown. They're pretty good, but the Falcons deserve more credit than that.

Not many people have noticed, but the Falcons are on their own little roll. They're riding a modest two-game winning streak, sure, but you can look back even further and notice that they've won seven of their last nine games.?

Matt Ryan has had a lot to do with Atlanta's success. He's been brilliant in Atlanta's last five games in particular, throwing 12 touchdown passes and just two interceptions. Both of those came in the same game.

A quarterback as hot as Ryan shouldn't have too much trouble handling the Saints' defense, which can be beaten through the air. He passed for over 350 yards against the Saints in their first meeting, and the Saints subsequently allowed Eli Manning and Matthew Stafford to throw for 400 yards against them.

Of course, this is largely because Drew Brees and the Saints' offense force opponents to take to the air. Brees is on pace to have a record-breaking season, and he's already had his way with the Falcons once this season.

Given the roll Brees is on (16 touchdown passes and zero interceptions in his last five games), it suffices to say the Falcons have their work cut out for them. And because their own pass defense is nothing special, the Falcons will have to abide by the notion that the best defense is a strong offense.

The Saints will abide by the same notion, resulting in a shootout that will be more than worthy of primetime.

It's going to be a close finish. In such situations, you have to favor the better team, especially if the better team is also the home team.

The Saints will win. But if you pick them to cover, you'll lose.

Latin patriarch arrives at Nativity Church

BETHLEHEM (Ma'an) -- Latin Patriarch of Palestine and Jordan Fuad Twal arrived at the Nativity Church in Bethlehem on Saturday, as thousands gathered to celebrate the annual Christmas mass.

"We ask the baby of Bethlehem to give us the peace we really need, peace in all the countries of the Middle East. We demand peace in the Holy Land," said Twal.

After greeting the crowd, he spent a short time in the church performing an annual blessing. Celebrations follow until midnight mass, which will be attended by senior clergy and government officials including President Abbas.

Thousands of foreign pilgrims and Palestinian Christians, some in Santa hats, gathered at Bethlehem's Church of the Nativity.

Loudspeakers blared carols in Arabic and a Palestinian cleric in a festive purple robe pleaded for peace in the Holy Land and in the wider Middle East.

Israeli and Palestinian officials said at least 50,000 visitors had arrived in the steep hillside town, and many were expected to attend midnight mass at the church in Manger Square, the place where Christians believe Christ was born.

"It's really hectic, but everybody is happy so it's really nice to be here," said Emily, a tourist from Denmark. "And, well, it's just so nice to experience everything with people who believe in the same thing."

The number of foreign visitors to Bethlehem has risen steadily in the past few years, encouraged by a decline in the violence that often marred the occasion in the past.

Bethlehem, just a few minutes' drive from Jerusalem, is inside West Bank territory captured by Israel in a 1967 war, which Palestinians want for a future state.

Diplomacy toward reaching that goal stalled months ago in a dispute over Jewish settlement building.

"Obviously it's very special to be at this place where Jesus was born, as part of a tradition of the Christian church," said Ted Settle, an American pilgrim.

"It's very meaningful to be here with the people of Palestine who have endured so much hardship, to be here where Jesus was raised and taught about justice and peace."

In Manger Square, tourists mingled with locals, many of whom wore red and white Santa caps as an Arabic rendition of "We Wish You a Merry Christmas" played over a sound system.

I've been to a lot of Chinese buffets over the years ? perhaps I shouldn't admit that ? but each one always seems to have its pluses and minuses. The only one that is a consistent satisfier is Peking Garden in Dartmouth, located in the same plaza as Best Buy and Stop and Shop. It's no surprise that it's one of the longest-standing of the genre.

Of all the Chinese buffets in the area, Peking Garden is the best overall experience. The food is always very good, the ambiance is better than most buffets and the place is always clean. From the decorations adorning the wall to the Chinese music piped in through the speakers, it feels more like the Chinese restaurants I grew up going to rather than just some carved-out corner of a shopping plaza.

I recently took my wife Jennifer and son Adam on a Wednesday evening while out doing some pre-holiday errands, and it was just as enjoyable as always.

When we arrived, there were about 20 parties scattered throughout the spacious dining area, and we were seated relatively close the buffet. Our server took our drink order and brought them back before we were even ready to make our first trip.

The dinner buffet price is $11.60 Mondays through Thursdays, and then Friday through Sunday it is $12.60. Lunch is also available until 3 p.m., for the price of $7.95 Monday through Friday and $8.95 on Saturday and Sunday. Just a bit of advice to those who try to go in early and pay the lunch price while dining on the dinner foods, such as the crab legs: the staff keeps an eye on that. I've heard of more than one occasion where they will charge you the dinner price if you take what they consider to be "dinner foods," and they're often noted on the buffet with a sign that says "dinner only."

From our bill, it appears as though my Coke and Jennifer's Diet Coke were included with the price of the meal, and we just had to pay $1.50 for Adam's milk. The placards on the tables also state that juice and bottles of soda are available for $1.50, and cans for $1. If you wish to partake in an alcoholic beverage, the domestic bottled beers are $3, while Heineken, Corona and Tsing Tao are $3.50. There is also wine available both by the glass and by the bottle.

I always make a recon mission around the buffets before I begin, to see what types of offerings are made that night. The first trip up, I immediately hit all my favorites, such as the black pepper chicken, General Tso's chicken, pepper steak and hot and sour soup. The best thing about Peking Garden is that the food always tastes fresh and has plenty of flavor; too many other Chinese buffets just let the food sit around, and the heat lamps zap out any hint of uniqueness until every piece of beef or chicken, no matter how it is prepared, all tends to taste the same.

On subsequent trips, I also had some octopus salad, steamed mussels, sushi with a tiny bit of wasabi, sweet and sour chicken fingers and the little fried dough bits dipped in sugar that are cleverly called "Chinese malasadas" to play up on the local cuisine. I tend to avoid things like roast beef, meatballs and mashed potatoes at a Chinese buffet. They're not really Chinese specialties, and as a result they're usually not very good.

While I generally enjoy almost all of the food at Peking Garden, on this particular night I had something that blew me away. It was so simple, yet so devine ? steamed shrimp wrapped in bacon. I can't believe it took me almost 34 years of life to have shrimp wrapped in bacon. In fact, I may have wrapped everything else on Earth in bacon at least once, except for shrimp. It was like the Coke can falling from the sky in "The Gods Must Be Crazy." Fear not, though, as I probably ate enough to more than make up for lost time.

By the time I remembered that I wanted to make a trip to the Mongolian Grill ? where you select from a wide variety of raw vegetables, meats, noodles and seasonings before a chef cooks it all for you on a round grill ? I was too full to make another trip.

Jennifer was a little disappointed that her favorite dish, the peanut butter chicken, was not on the buffet on that particular night. She still had plenty of her other favorites to choose from, including crab rangoons, Peking ravioli and beef teriyaki.

Adam, being a typical seven-year-old, is sometimes averse to trying new foods. I was able to talk him into giving a few things the old college try, including the steamed crab legs, an egg roll and the General Tso's chicken. His favorite, though, was the honey chicken, of which I am also a fan. Considering the chicken nuggets, pizza and French fries he also had, I'd say he definitely got a good value for the $7 we were charged for his meal.

Our bill came to $33.10 before tip, a bargain for the meals we enjoyed and for the new foods we got Adam to sample. As I was wrapping up my experience with a chocolate-vanilla twist ice cream cone (I avoid the slightly stale cakes and cream puffs on the buffet and go right for the ice cream machine) and Adam and Jennifer enjoyed some fortune cookies, our server came by and handed us a box containing a Chinese-style 2012 calendar as a gift. Each table got one, and I thought it was a nice touch.

So if you're looking for close-to-authentic Chinese food, and plenty of it, Peking Garden is the place to go. There's a reason why it's been around so long, and doesn't appear to be going anywhere.

Did 'American Horror Story' kill off Rubber Man?

Mysterious. Sleek. Sexy. Evil. Dangerous.?Rubber Man has been an intriguing?character, lurking and wreaking havoc?in Murder House since the premiere of FX's hit "American Horror Story" in October.

The reveal of the man behind the mask? Shocking. The explanation of how?the fetish suit?made its way into the house? Sweet and oh so tragic at the same time.

Despite all that the outfit has added to the creepy hit show, it appears Rubber Man may have met his end in the season one finale. And we're not talking about the already dead Tate. (Spoiler alert! If you haven't watched the episode yet, stop reading unless you don't want to be surprised.)

When attempting to scare off new Murder House owners the Ramos family, Vivien literally guts a chubby-looking Rubber Man, who happens to be the now deceased Ben in the suit. (We have to ask: "AHS" fans have seen quite a bit of Dylan McDermott's ... umm ... fantastic physique on the show, so why the heck did he look so unfit in the costume?!)

With the fetish suit in tatters, how can Rubber Man (whether it be Tate, Ben or original owner Chad) possibly return in season two? Turns out he might not.

In an exclusive interview with Entertainment Weekly, show creator Ryan Murphy admitted that usually amazingly fit character may be a goner after what Vivien did. "That probably is the end of Rubber Man after that scene because the suit was ruined," Murphy told the magazine.

So who will be back next season, and who will be the focus? It's hard to tell from the finale! Will the show center on Constance and murderous 3-year-old grandchild Michael? Will the now happily-ever-after Harmon family find new drama with their?fellow ghostly housemates? Could a new family be introduced?

Guess we'll have to wait and see.

Democrats in the Indiana Legislature Avoid Voting on Right-to-Work Bill (ContributorNetwork)

Democrats in the Indiana legislature refused to show up to the capitol in order to vote on a right-to-work bill. The right-to-work bill would not allow companies to enter into contracts that require employees to either join a union or pay union dues or fees. Members of the Democrat Party have either left the state or are in hiding in order to delay the vote, or possibly kill the measure itself. Either way, the Democrats do not have enough votes to block the bill, and it will surely pass when they are forced to come back to the state capitol.

The tactic used by the Democrats in leaving the state in order to avoid voting on issues that greatly affect their states is one that shows complete disregard for the office into which they were voted. The example that they are setting by saying to everyone that you can just run away from something because you don't like how the vote is going to turn out is unacceptable.

The people should recall those who have run away from their job, their duty to the people. There is no other job in which one could runaway from work. The Democrats should have known that you can't just leave work for a few days or even more and then come back and still have a job. The protesters have the right to protest, to express how they feel on a matter, but the fact is that these are tough times, and it is up to all of us to tighten our belts in order to build a better future for our children.

The precedent that these fugitive state officials are setting is that they are out of touch with the truth on how much their state needs to balance the budget through cuts in order to avoid bankruptcy. Cuts are never easy because they are always cuts that hurt some program that people need, but states cannot afford things that they cannot pay for.

In the end, state politics is defined by serving the people, not running away when things do not go your way. The example that these people are setting for children in their state is that it is acceptable to simply run and hide when you believe a vote is not going to go your way. Their actions are a true reflection that these people do not belong in office, but rather belong elsewhere, where running from problems instead of facing them is acceptable.

Typhoon kills over 400 in southern Philippines (Reuters)

CAGAYAN DE ORO, Philippines (Reuters) ? More than 400 people have been killed and hundreds more were missing after a typhoon hit the southern Philippines, National Red Cross Secretary-General Gwendolyn Pang said on Saturday.

She said in a text message to Reuters that the death toll of 426 was expected to rise due to flash floods and landslides that forced tens of thousands to flee from their homes.

Typhoon Washi, with winds gusting up to 90km/h (56 mph), hit the resource-rich island of Mindanao late on Friday, bringing heavy rain that also grounded some domestic flights and left wide areas without power.

The Philippine National Red Cross (PNRC) said the death toll was caused by flash floods in Mindanao and another island. Soldiers and police were recovering more bodies washed ashore in nearby towns.

"The death toll might still rise because there are still a lot of missing people," said Pang, adding that the hardest-hit areas were in the cities of Iligan and Cagayan de Oro.

Almost 400 people were unaccounted for, most of them from a coastal village in Iligan. Houses were swept into the sea by floodwaters while people were sleeping inside late on Friday.

Five miners were killed in a landslide in Monkayo on Mindanao and another 21 people drowned on the central island of Negros, the PNRC said.

The Philippines social welfare department said about 100,000 people were displaced and brought to more than a dozen shelters in Iligan and Cagayan de Oro.

"WE RAN FOR OUR LIVES"

Army spokesman Colonel Leopoldo Galon said search and rescue operations would continue along the shorelines in Misamis Oriental and Lanao del Norte provinces.

"I can't explain how these things happened, entire villages were swept to the sea by flash floods," Galon said.

"I have not seen anything like this before. This could be worse than Ondoy," he said, referring to a 2009 storm that inundated the capital, Manila, killing hundreds of people.

Television pictures showed bodies covered in mud, cars piled on top of each other and wrecked homes. Helicopters and boats searched the sea for survivors and victims.

"We ran for our lives when we heard a loud whistle blow and was followed by a big bang," Michael Mabaylan, a 38-year-old carpenter, told Reuters. He said his wife and five children were all safe.

Aid worker Crislyn Felisilda said World Vision was concerned about children who became separated from their families or lost their parents.

"Many children are looking for their loved ones," she said, adding children were "crying and staring into space."

Rescue boats pulled at least 15 people from the sea, another army spokesman, Lieutenant Colonel Randolph Cabangbang, told reporters.

Iligan City Mayor Lawrence Cruz said many people were caught by surprise when water rose one meter (three feet) high in less than an hour, forcing people onto roofs.

"Most of them were already sleeping when floodwaters entered their homes," he said. "This is the worst flooding our city had experienced in years."

The national disaster agency said it could not estimate crop and property damage because emergency workers, including soldiers and police officers, were evacuating families and recovering casualties.

Six domestic flights run by Cebu Pacific were cancelled due to the rain and near-zero visibility in the southern and central Philippines. Ferry services were also halted, stranding hundreds of people.

An average of 20 typhoons hit the Philippines every year, often causing death and destruction.

France's Jacques Chirac convicted of corruption (AP)

PARIS ? As French president, Jacques Chirac was called all sorts of names, not the least for his vociferous opposition to the U.S.-led war in Iraq. Now, he has a moniker that will stick: Convicted criminal.

The avuncular 79-year-old on Thursday became France's first former leader to be convicted since Marshal Philippe Petain, who headed the Nazi collaborationist regime during World War II, in 1945. Chirac will not go to prison, but received a two-year suspended sentence for corruption linked to his 18-year term as the mayor of Paris.

In a statement hours after the decision, Chirac said though he "categorically contest(ed)" the verdict, he would not appeal.

Despite the "pain and the profound sadness this verdict has inflicted," the statement said, "I sadly no longer have the necessary strength to lead before new judges the combat for the truth."

He said that as mayor, "it is up to me and me alone to take responsibility," but stressed that "above all, I affirm with honor: I cannot be blamed for anything."

"I leave (judgment) to my compatriots, who know who I am: an honest man who never had any other desire or motivation than the unity of the French people, the greatness of France, and action in favor of peace."

The verdict was an uncomfortable coda to Chirac's four-decade career as a fixture of French politics, and could aid efforts by critics to rid the political system of its cushy cronyism. It also tarnishes the lofty image that French presidents often enjoy at home just as the country gears up for another presidential race.

Chirac was found guilty in two related cases involving 19 totally or partially fake jobs created for his benefit at the RPR party, which he led as Paris mayor from 1977 to 1995. He was convicted of embezzling public funds, abuse of trust, and illegal conflict of interest.

Critics of the conservative Chirac ? many on the political left ? hailed the decision as measured and courageous, saying the court showed how political elites and average citizens were equal under the law. Anti-corruption crusaders, long frustrated by dirty dealings in the French political machine, rejoiced.

"I see it as a historic and very important decision for the future of French democracy," said Jerome Karsenti, a lawyer for the anti-corruption group Anticor, which had argued against Chirac as a civil party to the case.

"This is a strong message from the court ? a message to all politicians of responsibility. It's also proof of a mature and transparent democracy that is today able to make a distinction and try a former president," Karsenti added.

Allies, however, expressed personal sadness for Chirac, praising him as a defender of French values on the world stage who was now embarrassed by what some characterized as a scandal of little consequence.

"This is a decision that I don't believe will alter the personal relationship between the French people and Jacques Chirac," said Prime Minister Francois Fillon, a fellow conservative.

"This conviction is severe ? it's both criminal and moral," said Francois Hollande, the Socialist Party presidential candidate, who recently appeared in public with Chirac. "It strikes at the man, so I have a thought for him."

Because Chirac has suffered from ill health and memory lapses recently, he was spared from appearing in court for a trial sought for years by investigating judges. The trial, which started in March, only became possible after he left office and lost his presidential immunity in 2007.

The three-judge panel juggled an array of considerations as they handed down their 120-page ruling: Chirac's age and fading memory; the state prosecutor's call for the case to be thrown out for a lack of evidence; a recent reimbursement deal between Chirac, his allies and Paris City Hall.

In the end, the court faulted Chirac for criminal exploitation of political tools ? even if he never benefited financially ? that cemented his march to higher office.

"His guilt results from perennial and repeated practices attributed to him, and whose development was greatly favored by a perfect understanding of the wheels of the city machinery," the court said in its ruling.

The court said it took into account his age, health and status as a former head of state when determining the light sentence ? Chirac could have been jailed for up to 10 years and fined euro150,000 ($210,000).

The other nine defendants on trial included members of France's political elite. Two were acquitted and seven convicted, including former French leader Charles de Gaulle's grandson, the brother of the Constitutional Court president, and former Chirac aides.

Chirac has repeatedly denied wrongdoing.

In a brief statement, President Nicolas Sarkozy said "it is not his place to comment" on the verdict but commented anyway.

"These circumstances mustn't make us forget Jacques Chirac's constant commitment to serving France, which won and continues to win him the affection of the French," said Sarkozy, whose conservative UMP party is the successor to Chirac's RPR party.

In another recent scandal, two longtime Sarkozy allies have been targeted in a case of suspected kickbacks in a 1990s French defense deal with Pakistan. Sarkozy served as budget minister at the time, but his office and allies insist he was not involved.

Chirac's adopted daughter fought back tears after the ruling.

"The justice system has been very severe, but this is a fair and independent justice system. For the family, it's a great pain we have to accept," said Anh Dao Traxel, her voice cracking with emotion outside the courtroom.

A career politician, Chirac was a debonair master of the workings of public office. He modeled himself after de Gaulle, and was nicknamed "Le Bulldozer" early in his career for his determination and ambition.

France's last leader with memories of World War II, Chirac was the first to acknowledge the nation's responsibility for the deportation of Jews during the Holocaust. But he struggled to achieve reforms to the regulated economy and failed to defuse tensions between police and minority youth that exploded into riots in 2005.

Now focusing on charitable work now, he is one of France's most popular public figures.

Chirac made his reputation internationally for refusing to join U.S. President George W. Bush's drive to the war that toppled Saddam Hussein as leader of Iraq in 2003 ? fomenting some anti-French feeling in the United States.

A Las Vegas radio station once used an armored vehicle to crush photographs of Chirac, photocopies of the French flag, a Paris travel guide, bottles of wine and French bread. French fries in Congress were renamed "freedom fries," and some critics called the French "cheese-eating surrender monkeys" ? a barb pulled from "The Simpsons" TV cartoon show.

TORONTO (Reuters) - Canadian commercial lending growth accelerated in the third quarter, showing smaller businesses expanded even as Europe's deepening debt crisis rattled investors worldwide, according to a PayNet Inc report. PayNet, which tracks commercial financing to thousands of small and medium-sized companies, said on Thursday its Canadian Business Lending Index rose 6 percent from the second quarter and 13 percent year over year.

Sobeys to buy 250 Shell gas stations in Canada

(Reuters) - Empire Co Ltd's Sobeys grocery chain is expanding its high-margin retail gasoline business in Eastern Canada, announcing plans on Thursday to buy 250 gas stations from Shell Canada. But Empire's shares dropped as Sobeys' gross profit margin fell to 23.91 percent in its latest quarter from 24.73 percent a year earlier. The company said about half the decrease was due to an accounting change.

Parliament approves Wheat Board bill

OTTAWA (Reuters) - Parliament gave final approval on Thursday to a government bill to end the Canadian Wheat Board's 68-year-old grain marketing monopoly, but legal challenges threaten to leave farmers and the grain industry in limbo into the New Year. The Senate easily passed the Conservative government's legislation to end the CWB's monopoly on sales of western wheat and barley for export or milling. It had already passed through the House of Commons and is expected to get royal assent by Friday morning to enable it to become law, effective next August.

Canada seeks a way to limit health-spending increases

OTTAWA (Reuters) - Canada's top finance officials will try at a meeting next week to come to grips with the thorny problem of how to limit the rising costs of the country's universal public health-care system in the face of an aging population. Health care in Canada is a responsibility of the provinces, and since 2004 the federal government has been increasing by 6 percent a year the amount of money it provides them to help pay for the system. It has committed to keep on doing so through 2016, and since 2006 it has increased its annual payments to C$27 billion ($26 billion) from C$19 billion.

Canada set for tamer growth as factories struggle

OTTAWA (Reuters) - Canadian factory sales slumped in October after three months of gains, confirming suspicions the final stretch to the end of the year will see a slowdown from the brisk economic growth of earlier months. Despite the struggling manufacturers, the economy overall in the second half has been stronger than anticipated. The Bank of Canada will likely feel compelled to keep interest rates on hold at 1 percent as a safeguard against any noxious effects from the European debt crisis.

Army Program Aims to Build Troops' Mental Resilience to Stress

JUDY WOODRUFF: Even as U.S. troops leave Iraq this month and, in three years, will depart Afghanistan, the psychological wounds of war will last for some time.

The NewsHour's health correspondent, Betty Ann Bowser, reports on a new Army program to help families and soldiers cope and the questions surrounding it.

BETTY ANN BOWSER: Here at Fort Bragg, N.C., the Army has always trained its soldiers to hit the bulls eye. And it's always taught the importance of staying fit. Now the Army is trying to teach its soldiers new skills to fight a war in unchartered territory in the human mind.

STAFF SGT. GABRIEL PRICE, U.S. Army: Everything begins with a thought. Everybody say that with me. Everything begins with a thought.

CLASS: Everything begins with a thought.

BETTY ANN BOWSER: Staff Sgt. Gabriel Price is a trainer in the largest psychological program in the Army's history. Called Comprehensive Soldier Fitness, it's being given to virtually all 1.1 million people in uniform.

STAFF SGT. GABRIEL PRICE: There are some emotions out there that we don't handle so well.

BETTY ANN BOWSER: The long years of fighting in Iraq and Afghanistan have produced alarming increases in post-traumatic stress disorder, known as PTSD, depression and suicide.

So the Army is betting 140 million taxpayers' dollars that it can do something about those problems by changing the way soldiers think about bad experiences. But, officially, leaders say there's another reason.

Brigadier Gen. Rhonda Cornum is the senior commanding officer of Comprehensive Soldier Fitness.

BRIG. GEN. RHONDA CORNUM, Comprehensive Soldier Fitness: The real goal of this program is to give everybody in the Army certainly, and to include families and civilians, the opportunity to become as psychologically strong as they can.

KAREN REIVICH, Comprehensive Soldier Fitness: All day, we're talking about relationships, all day.

BETTY ANN BOWSER: The Army approach features ten days of intensive training in Philadelphia which emphasizes communication skills.

KAREN REIVICH: What are some messages that it sends when you are communicating aggressively to, you know, your family members, to your colleagues, to your troops?

BETTY ANN BOWSER: And they teach how to have more control.

KAREN REIVICH: You can be emotional when you are talking assertively, but you are composed. You are expressing your emotion. You are in control of the emotion you want to express.

BETTY ANN BOWSER: The trainers then go back and train the troops.

KAREN REIVICH: But if you're not feeding that relationship enough of joy multiplier, we're going to start to see damage.

BETTY ANN BOWSER: Psychologist Karen Reivich is the lead trainer.

What is the connection between all of this and producing more resilient soldiers, soldiers that are less likely to develop PTSD, are less likely to be depressed and less likely to commit suicide?

KAREN REIVICH: We teach these soldiers how, even when they are stressed, how they can keep their thinking in line, in check, so that they stay positive and composed and ready to tackle whatever the task is at hand.

BETTY ANN BOWSER: The psychological training was developed by psychologist Martin Seligman at the University of Pennsylvania. The Army gave his school a $34 million no-bid contract to develop and run the program.

Seligman is known as the father of positive psychology, which says that people can lead happier lives by learning how to better process negative thoughts. His theories are the basis of the Army program.

MARTIN SELIGMAN, University of Pennsylvania: What psychology and medicine and psychiatry have been about has been taking people after they have suffered bad events and trying to undo illness.

This is an attempt to turn medicine on its head, to turn psychology on its head, and say, let's arm people who are going to be put in harm's way beforehand, and see if that doesn't have a noticeable effect on saving lives, on lowering depression, on lowering anxiety.

BETTY ANN BOWSER: Seventeen research studies have shown children and adolescents improve when the principles of positive psychology are applied. And Seligman sees no reason why that won't also work in the Army.

MARTIN SELIGMAN: It's a training program based on the best evidence that science has about the prevention of anxiety and depression. So it seems to me quite a reasonable thing for the Army to be doing. If I had to look around the entire literature on anxiety and depression, and the prevention of it, this is the best documented hypothesis.

BETTY ANN BOWSER: But critics complain that hypothesis was never tested in a military setting before the program was rolled out. Is there any science-based research the Army can point to that shows that this will work on troops?

BRYANT WELCH: No, there's not.

BETTY ANN BOWSER: Bryant Welch is a San Francisco psychotherapist who's treated hundreds of trauma survivors. He says the studies of Seligman's work aren't enough to justify the Army's program.

BRYANT WELCH: They had schoolchildren, each night, write down three positive things about themselves. And then they noticed in a follow-up study that those children felt better about themselves.

But to go from that to saying that we can have a soldier in a foxhole who says positive things about himself and follows the precepts of this program, is going to watch his buddy blown to smithereens and spend four tours of duty in Iraq and Afghanistan and come out feeling better about himself, there is a shallowness to the assessment that, from my vantage point, I find abhorrent.

BETTY ANN BOWSER: Dr. Bessel van der Kolk agrees. He's one of the country's leading experts on trauma and teaches at the Boston University School of Medicine.

DR. BESSEL VAN DER KOLK, Boston University School of Medicine: It doesn't make sense from a neuroscience point of view, because -- and what all of our research shows is that trauma affects cognition. And the very piece that you need to think clearly and to be optimistic gets severely impacted by being traumatized. So, traumatized people cannot think straight because their brains are sort of locked in horror and terror.

BETTY ANN BOWSER: And van der Kolk says there are times when happy thoughts don't help people recover from trauma.

DR. BESSEL VAN DER KOLK: There's times to not feel cheerful. There's a time to feel a deep sense of guilt, of regret, of sorrow, of terror, because we have all of these emotions because we need all of them. And we should not prefer one over the other. And the treatment of traumatic stress consists of people tolerating every single emotion, including the bad ones.

BETTY ANN BOWSER: Master Sgt. Jennifer Laredo knows a thing or two about keeping thinking in line. Two years ago, while on a mission in Iraq, her husband, Eddie, stepped on a bomb and was killed. They were newlyweds. Today, she's raising their 4-year-old son and a teenage daughter from her previous marriage, alone.

MASTER SGT. JENNIFER LAREDO, U.S. Army: We fell in love and got married and just started a life together.

BETTY ANN BOWSER: In her home in suburban Fayetteville, N.C., Laredo keeps vigil over her husband's memory in a small room adjacent to the master bedroom.

MASTER SGT. JENNIFER LAREDO: My husband was buried at Arlington.

BETTY ANN BOWSER: After the tragedy, Laredo went through Comprehensive Soldier Fitness training. And, today, she believes it has made her more resilient.

Of all these sets of skills that you learned, what was the most useful after Eddie died?

MASTER SGT. JENNIFER LAREDO: Hunting the good stuff and recognizing and identifying positive things that happen every single day, because, every day, there's something positive that happens, and then taking that and figuring out, is there a way that I can ensure that that happens tomorrow and next week and next month? Resilience training is really just teaching people how to bounce back from adversity.

BETTY ANN BOWSER: Gen. Cornum agrees.

BRIG. GEN. RHONDA CORNUM: You can train people to put things in perspective and to decrease the amount of rumination that they do. Whether those are skills or -- we call them skills. I think those are skills. I think they're learnable and I think they're teachable.

If you see some horrific thing, you are very likely to be angry and you are very likely to be grieving if it was your friends or something. I think that what we do teach is that don't take responsibility upon yourself to feel guilt, because you are not responsible for those horrific things happening.

BETTY ANN BOWSER: Recently, the Army released an evaluation of the program, which said, in part, "There is now sound scientific evidence that Comprehensive Soldier Fitness improves the resilience and psychological health of soldiers."

But there is disagreement over that statement in psychiatric circles from doctors and Ph.D.s who say the evaluation is flawed and doesn't prove anything. Meanwhile, the Air Force is in the process of implementing its own version of the program.
