Greece 'a step' away from twin rescue deals (AP)

ATHENS, Greece ? Greece has all but concluded a crucial deal to write off half its privately held debt and is now working on new austerity measures needed to secure continued bailout loans, Finance Minister Evangelos Venizelos said Tuesday.

"We are one step ? I would say it is a formality_ away from finalizing (the debt relief agreement)," Venizelos told a news conference. "The next few days will determine what happens over the coming decade."

Under the deal, private creditors would swap their Greek bonds for new ones with 50 per cent cut in their face value, a longer repayment period, which could be up to 30 years, and low interest rate, that is still being negotiated.

That is likely to leave investors participating in the deal facing an overall loss on their bond holdings of about 70 percent, according to people close to the talks.

Greece needs the deal to lower its debt ? which is simply too big for it to tackle alone ? by some euro100 billion and therefore avoid a default that would spell disaster for the country and destabilize European and global markets.

The deal is vital for Greece to avoid bankruptcy, as the country faces a euro14.5 billion bond repayment on March 20 with insufficient funds to cover the massive payout.

Venizelos said that one of the conditions for this bond swap deal to go ahead is a commitment by Greece's bailout partners to keep giving it rescue loans.

To do that, Greece is now focusing on completing negotiations by the end of the week with its European partners and the International Monetary Fund on a new program of cutbacks ? without which Greece's bailout lifeline will be cut.

He said he hoped finance ministers from countries using the euro can sign off on the cuts ? and a new bailout worth euro130 billion ($170 billion) ? during their meeting next Monday in Brussels. Part of that new bailout ? some euro30 billion ? will be used as a cash payment to Greece's private creditors to help secure the bond deal.

"Without a program, there can be no funding," Venizelos said, explaining that the bond-swap deal and new bailout package are contingent on each another.

After a European Union summit on Tuesday, Greek Prime Minister Lucas Papademos told reporters in Brussels that he hoped both sets of negotiations would be finished this week.

Greece has been in deep recession for the past three years, and the economy is set to slow further in 2012, hindering the country's debt-reduction efforts.

The bond swap is intended to make the country's debt sustainable in the medium term, by bringing the debt-to-GDP ratio down from 160 percent last year to 120 percent in 2020.

The country has been surviving since May 2010 on a first bailout worth euro110 billion, but it has long been clear that further funds would be needed.

A team of international debt inspectors from the European Commission, the European Central Bank and the IMF ? known as the troika ? has been pressing for more spending cuts to address budget shortfalls last year and to accelerate deficit-cutting efforts through 2015.

"Spending on health, medicine and defense, are the main areas in our fiscal effort," said Venizelos. Health Minister Andreas Loverdos added the government will cap spending on medicine at euro2.88 billion this year, down from an earlier estimate of euro3.2 billion.

Meanwhile, troika officials in Athens on Tuesday put off for later in the week a meeting with the Labor Minister to discuss ways of reducing employment costs ? a key sticking point in negotiations between the struggling eurozone country and its rescue creditors.

Greece's unions, employers and political parties have all opposed suggestions that employment costs could be cut by slashing the minimum wage and private sector pay.

Jean-Claude Juncker, the Luxembourg prime minister who chairs the group of eurozone finance officials, said Greece would be facing more pressure from other eurozone members to meet budget-cutting targets but rejected German suggestions to appoint a budget commissioner with veto powers over Greek decisions.

"I do not see the need to appoint a budget commissioner only and specifically for Greece. But our Greek friends also must know that they are under increased surveillance," Juncker told German's public Deutschlandfunk radio.

"Everyone knows that Greece's consolidation program is off track," he said. "Greece must live up to its commitments."

UFC on Fox 2 opener: Camozzi takes out Jacoby

CHICAGO --Chris Camozzi is one tough guy.

The veteran fighter dislocated a finger in the second and fought through it by only throwing jabs and hooks. In the final round, he dropped Justin Jacoby with great outside leg kick.

Camozzi pounced to go for the kill and worked a guillotine choke. Jacoby backed up to the cage where he tapped just seconds later at the 1:08 mark of the third.

"A little into the third round, I heard my coach tell me to 'go for the kick'. I did and that allowed me to setup the ten-finger guillotine to put him out. A win like that feels great," said Camozzi.

Camozzi (16-5, 4-2 UFC) came out guns-a-blazing throwing big shot landing his best at the end of the first. With less than 10 seconds left, he dropped Jacoby right a big right. Jacoby scrambled well to survive. At some point in the second, Camozzi had a finger on his left hand pop out of place. It stunted his attack as Jacoby landed the better shots and took the round. All three judges had it 19-19 after two. Between the second and third round, Camozzi was able to pop the finger back into place.

"This one sucks. You really hate to lose like this. I felt like I was doing alright and getting good back-and-forth with him. I felt like I had him, but I flat out got caught on this one," said Jacoby.

Scientists: Haiti, DR may facing big quake period (AP)

PORT-AU-PRINCE, Haiti ? Haiti and the neighboring Dominican Republic could be in for a period of periodic powerful earthquakes, according to a scientific study released Thursday.

The study says Haiti's 7.0-magnitude earthquake two years ago is likely to be the first of several quakes of a similarly powerful magnitude.

The Jan. 12, 2010, earthquake caused widespread damage in the Haitian capital and surrounding cities. Officials say the disaster killed 314,000 people and toppled thousands of crudely built homes.

"The 2010 Haiti earthquake may mark the beginning of a new cycle of large earthquakes on the Enriquillo fault system after 240 years of seismic quiescence," lead author William Bakun of the U.S. Geological Survey wrote. "The entire Enriquillo fault system appears to be seismically active; Haiti and the Dominican Republic should prepare for future devastating earthquakes."

The authors document a series of four major earthquakes of magnitude 6.6 and higher that struck Hispaniola, the Caribbean island shared by Haiti and the Dominican Republic. The phase began in 1701, near the site of the 2010 quake, and ended in 1770.

There was no evidence of significant earthquake activity on the Enriquillo fault system in the 240 years from 1770 until the 2010 disaster, except for an earthquake in 1860 that likely occurred offshore, the study said.

The possibility that a newly active period has begun underscores the need for Haiti and the Dominican Republic to focus on building seismic-proof structures, Bakun said.

"Whatever information people have to guide reconstruction efforts in Haiti ... is certainly useful," Bakun said by telephone from Merlo Park, California.

The study appears in the February edition of the Bulletin of the Seismological Society of America.

Moderate quakes have struck the Dominican Republic in recent weeks but there were no reports of damage.

First White House Chief Technology Officer, Aneesh Chopra, steps down

He was appointed with a fair bit of fanfare as the United States' first Chief Technology Officer back in May of 2009, but it looks like Aneesh Chopra has decided that it's now time to make room for the nation's second CTO. The White House confirmed today that Chopra is stepping down from his position, noting that he has amassed a "dizzying array of accomplishments." Among those are his contributions to the Obama administration's national wireless strategy, a set of internet policy making principals, and a number of efforts related to the President's open government strategy, including the Data.gov platform. No word on his successor just yet, nor is there any official word on what Chopra plans to do next -- although The Washington Post reports that he's expected to run for lieutenant governor of Virginia.

Gay actors still worry that coming out will hurt careers (Reuters)

LOS ANGELES, Jan 26 (TheWrap.com) ? There's still a celluloid closet in Hollywood.

Gay actors are far more open about their sexuality with friends and co-workers, than their agents, according to a new survey by the British trade union Equity.

Only 57 percent say that they are openly gay with their agents. Despite the success of gay and lesbian actors like Neil Patrick Harris, Jane Lynch and Ian McKellen, the indication seems to be that actors and actresses fear that their choice of roles will be affected if they come out of the closet publicly.

Rupert Everett, once eager to become the next James Bond, has for years spoken frankly the price he's paid for being openly gay, lambasting Hollywood as "very, very conservative" in a late 2010 interview.

He said that he didn't blame those who chose to remain in the closet, calling it "very sensible."

McKellen, Lynch, Harris and others have made great strides for the gay community and frequently play straight people on television and in movies, but there are no A-list film stars who are openly gay. Rumors have swirled for years about the sexuality of major stars such as Jodie Foster, but so far the actress has avoided any explicit public declarations.

At this year's Golden Globe awards, host Ricky Gervais riffed on the those rumors, and the title of Foster's recent film, "The Beaver."

"I haven't seen it myself," Gervais said. 'I've spoken to a lot of guys -- they haven't seen it either, but that doesn't mean it's not good."

Beyond a reticence to broadcast their sexuality, 35 percent the actors surveyed said they have experienced homophobia in their professional lives.

"I have never felt that being gay has worked against me but the finding in Equity's own survey that just under half of all gay performers are not out to their agent in the U.K. is worrying," Malcolm Sinclair, actor and president of Equity, said in a statement. "But then work is scarce and, whether sexuality is a barrier or not, people may just err on the side of caution. They don't want to test the water to see if it's all right."

The same anxiety does not appear to exist among co-workers. Ninety four percent of those polled said they are honest about their sexuality with their fellow performers and 81 percent were out in their professional lives.

Core suppliers savor bigger Apple pie (Reuters)

(Reuters) ? Suppliers basked in the reflection of Apple's glowing results on Wednesday after the company's gold standard iPhones and iPads flew off the shelves over the holiday sales season.

Apple's forecast-beating fourth-quarter figures late on Tuesday helped it to beat Google's Android as the largest smartphone platform in the United States and to regain the world's largest smartphone maker spot from Samsung.

Apple's results were spearheaded by sales of the iPhone 4S, which is packed with technology from British chip designer ARM, said analyst Nick James at Numis.

Apple accounts for about 10 percent of ARM's technology revenues, and for about 35 percent of graphics and video chip designer Imagination's technology revenues, he said.

"It means people are still driven by performance in terms of having the highest performance, highest functioning devices, and those tend to have quite a number of ARM-based chips in them."

"It is one of the key things that drove Imagination to come through to the next level," James added.

Shares in ARM jumped 4.2 percent, while shares in Imagination were 4.1 percent higher at 1030 GMT.

Analyst Didier Scemama at RBS said that although Apple was only one of many ARM customers -- the Cambridge-based company supplies virtually every smartphone and tablet with their cheap designs -- from a sentiment standpoint there has been a strong correlation between the two stocks.

"(Apple) should help the whole sector today, but especially Dialog Semiconductor and other suppliers," said a Frankfurt-based trader.

Shares in Dialog Semi were up 3.9 percent.

OVERTAKING SAMSUNG

Samsung became the world's largest smartphone maker in the third quarter, but analysts said the 37 million iPhones sold in the fourth quarter should easily beat Samsung's expected sales of around 30 million.

Samsung is due to report on Friday.

Research firm Kantar Worldpanel ComTech said Apple's share of the U.S. market doubled from a year ago to 44.9 percent in the October to December period, just beating the total for Android smartphones, which slipped to 44.8 percent from 50 percent.

"Overall, Apple sales are now growing at a faster rate than Android across the nine countries we cover," said Dominic Sunnebo, global consumer insight director at the research firm.

Apple's iPhone 4S also uses chips from Samsung Electronics, Qualcomm, Toshiba and a host of smaller semiconductor companies, including TriQuint, Skyworks Solutions and Avago Technologies Inc.

In stark contrast to Apple's success, sales of handset makers using Android, including Motorola Mobility, HTC and Sony Ericsson, have stumbled in the quarter.

Obama to propose tax credit for natural gas trucks (Reuters)

WASHINGTON (Reuters) ? President Barack Obama was set on Thursday to promote a plan for greater use of natural gas and open up more land for offshore drilling during a campaign-style tour aimed at shoring up confidence in his economic stewardship.

At a stop in Las Vegas, Nevada, Obama will seek to counter Republican criticisms of his energy policies by rolling out a proposal to offer tax incentives for companies to buy natural gas trucks, which would help build demand for abundant supplies of the fuel.

In his State of the Union address on Tuesday, Obama acknowledged the nation's booming natural gas sector, which has grown dramatically in recent years as advances in technology have unlocked vast new reserves.

Obama will talk up the idea during a visit to a UPS facility in Las Vegas, which received stimulus funding to invest in liquefied natural gas vehicles and construct a public LNG refueling station.

"We think that we're going to be looking at 600,000 jobs in natural gas extraction here in the United States and all the industries that come with it," Obama said in an interview with Univision on Wednesday in Arizona.

The president was also to visit Buckley Air Force Base in Aurora, Colorado, where the Air Force was installing a one-megawatt solar panel system, and where last year it test-piloted jets that run on advanced biofuels.

Obama, seeing some improvement in his poll numbers, is touring five states after his combative State of the Union address in which he took aim at income inequality and also announced new proposals on manufacturing, student loans and energy.

But his effort to keep a spotlight on his policy prescriptions suffered a setback on Wednesday when a tense encounter in Arizona with Republican Governor Jan Brewer grabbed headlines and dented his hopes of portraying himself as above the partisan fray.

A CLEAN ALTERNATIVE?

Using domestic natural gas as a "clean" alternative to importing foreign oil has been heavily promoted by Texas oil billionaire T. Boone Pickens and has attracted support from both sides of the aisle in Congress.

Still, Obama's proposal, which would need Congressional approval, could face an uphill battle to make it into law, with Republicans offering more resistance to costly energy subsidies.

Similar measures aimed at expanding tax breaks for natural gas vehicles have failed to break through partisan gridlock, and conservative groups have opposed such legislation on the grounds that government should not be in the business of picking winners and losers in the energy sector.

Republicans have hammered Obama on his energy policies, and were enraged over his decision to block the Keystone pipeline, which they say would have created jobs and reduced dependence on oil from the Middle East.

Increasing domestic natural gas consumption would benefit drillers, as U.S. natural gas prices have fallen sharply because of the growing glut and the relatively warm winter.

Producers such as Chesapeake Energy are cutting output in the face of the weakest gas prices in 10 years.

Obama was also expected to announce that the Interior Department will hold the last scheduled offshore lease sale of the government's current five-year drilling plan in June, offering 38 million acres for development in central Gulf of Mexico.

The department held its first offshore lease sale since the massive BP oil spill in December, with companies successfully bidding more than $337 million for rights to drill in the Gulf.

Analysts said those results were a sign that drilling is rebounding in the Gulf after the administration temporarily shut down deepwater exploration after the BP disaster.

Still, oil and gas industry backers have complained that the administration has hindered drilling through slow permitting and a raft of new rules implemented since the 2010 oil spill.

UK economy shrinks in Q4, raising recession fears (AP)

LONDON ? Britain's economy shrank by 0.2 percent in the last three months of 2011, official data showed Wednesday, a worse than expected result that raises fears of a recession and could see the Bank of England push for more monetary stimulus.

The Office for National Statistics said that the economy, which had been expected to contract by only 0.1 percent, saw no growth in the key services sector and a slide in industrial activity.

The GDP figures, which showed a meek 0.8 percent rise on the year, are subject to revision, but few analysts expect a marked improvement. Another quarter of negative growth would put Britain officially in a recession.

"With the economy sticking one foot through the recession door in the fourth quarter of 2011, more quantitative easing from the Bank of England in February looks a done deal," said Howard Archer, chief European economist at IHS Global Insight.

Quantitative easing is a stimulus program in which the central bank buys bonds and other high-quality financial assets from banks, increasing the amount of money flowing around the economy. The hope is that it will increase bank lending and, by extension economic activity.

The Bank of England last increased its quantitative easing program by 75 billion pounds in October.

Minutes of the last policy meeting, in January, showed that the nine members of the Bank's Monetary Policy Committee had been, as expected, unanimous in voting not to approve more stimulus.

The Bank had indicated that it would take at least through January to spend the 75 billion pounds in asset purchases.

Some of the MPC members are concerned about Britain's high rate of inflation, which was last measured at 4.2 percent, still twice the 2 percent target despite dropping in recent months.

The minutes showed there some members worried that approving more monetary stimulus would slow the drop in consumer price inflation. Others wondered whether inflation was dropping so fast that more stimulus would be necessary to keep price increases close to the 2 percent target in coming months.

Inflation tends to fall as economic activity drops, and the outlook is not good. The International Monetary Fund this week slashed its forecast for U.K. economic growth this year to 0.6 percent from 1.6 percent previously.

Treasury chief George Osborne said Wednesday's figures were "not entirely unexpected because of what's happening in the world and what's happening in the eurozone crisis."

"Britain has substantial economic problems, debt built up over the past 10 years, and we are dealing with those, but the truth is that dealing with those problems is made more difficult by the situation in the eurozone," Osborne said.

Tracy Morgan Blames Sundance Sickness On 'High Altitude'

'The high altitude in Utah shook up this kid from Brooklyn.'

"30 Rock" star Tracy Morgan left Utah's Park City Medical Center on Monday afternoon after he fell ill
 following an awards event at the Sundance Film Festival on Sunday.

As rumors swirled about what caused his health issues, the star took to Twitter to explain the incident and assure fans that he is back on his feet and ready to work. "Superman ran into a little kryptonite," he wrote. "The high altitude in Utah shook up this kid from Brooklyn."

Morgan thanked the staff at the hospital and said he was planning to return to work on the "30 Rock" set today. "Gotta thank the AMAZING medical staff and all my supporters! Love you," he added, throwing in a shout out to the New York Giants for their ticket to the Super Bowl. TMZ posted a photo of Morgan walking through the airport with a breathing tube under his nose attached to an oxygen tank.

Morgan was receiving an award at the Creative Coalition Spotlight Awards in Park City, Utah on Sunday when he seemed disoriented during his speech and was escorted out of the building a short time later, where he fell unconscious. He was rushed by ambulance to the Park City Medical Center and a spokesperson for the hospital said that no drugs or alcohol were found in his system. A rep for the actor released a statement explaining, "from a combination of exhaustion and altitude, Tracy is seeking medical attention ... He is with his fiancée and grateful to the Park City Medical Center for their care. Any reports of Tracy consuming alcohol are 100 percent false."

Morgan, 43, received a kidney transplant two year ago and was at Sundance for a screening of the film "Predisposed," in which he stars alongside Jesse Eisenberg and Melissa Leo. His publicist denied that Morgan -- a recovering alcoholic who was arrested twice for driving under the influence in 2005 and 2006 -- appeared intoxicated at the festival.

The co-director of "Predisposed," Ron Nyswaner, told the Associated Press that Morgan's collapse resulted from "altitude sickness combined with his diabetes. And he hadn't eaten. He hadn't had enough water." Morgan's publicist, Lewis Kay, said hospital officials found no drugs or alcohol in the actor's system.

The ACA's Projected 93.1 Percent Insurance Coverage Is Not ...

One thing that really bothers me is the number of people claiming that the Affordable Care Act will bring ?universal health care? to the United States. Ryan Lizza?s makes this claim in his defense of President Obama at the end of his long story in the New Yorker, but he simply the most recent example of this far too common inaccurate statement. From Ryan Lizza:

Obama didn?t remake Washington. But his first two years stand as one of the most successful legislative periods in modern history. Among other achievements, he has saved the economy from depression, passed universal health care, and reformed Wall Street. Along the way, Obama may have changed his mind about his 2008 critique of Hillary Clinton. ?Working the system, not changing it? and being ?consumed with beating? Republicans ?rather than unifying the country and building consensus to get things done? do not seem like such bad strategies for success after all.

Let?s leave aside the issue that health insurance doesn?t necessarily mean health care. Care can still be too unaffordable or unavailable even when one has something called health insurance.

The ACA will not result in universal health insurance in America. According to the CBO and CMS even after being fully implemented there will be 23 million people in the country without insurance. In 2019 if the law is implemented 93.1 percent of the people in country are projected to be insured. That is significantly higher that the 83 percent that would be insured without the ACA but 93.1 percent is by no definition universal.? To achieve universal health insurance that would require another expansion of coverage almost as large as the one that is expected to be produced by the ACA.

It is very possible to achieve effectively universal health insurance, but this law isn?t projected to do that. The adoption of different health care policies, such as single payer, could push the percent dramatically closer to 100 percent.

You can call the ACA many things, health insurance reform, a large coverage expansion, even ?near universal? health insurance; but it is simply not universal health care. That is factually inaccurate and more important hides the fact that as a country will still significantly policy issues regarding coverage and access in the future.

(AP) ? Madagascar's ousted president left South Africa Saturday after three years in exile, saying he wanted to help restore peace and democracy in his Indian Ocean island homeland and that he did not fear possible arrest.

Marc Ravalomanana sat next to his wife in the front row of the commercial South African Airways flight. Journalists and aides accompanied the couple. Earlier in the airport, his wife, Lalao, gave a subdued thumbs up.

Security officials in Madagascar, where the populist former disc jockey who ousted Ravalomanana still wields great power, have said the toppled president will be arrested if he returns. Ravalomanana said arresting him would be unlawful and would destabilize Madagascar at a delicate time in efforts to restore democracy.

When Ravalomanana tried to return last year, he was stopped at the Johannesburg airport after aviation authorities in Madagascar wrote to say he was not welcome.

Saturday, thousands of supporters awaited Ravalomanana at the airport in Madagascar's capital. The flight to Antananarivo, Madagascar took off from Johannesburg just after 10 a.m. and was scheduled to take three hours.

Following Andry Rajoelina's military-backed coup, Ravalomanana was convicted in absentia of conspiracy to commit murder in a case related to the turmoil during the overthrow that forced him to leave. Ravalomanana called the tribunal appointed by Rajoelina illegitimate.

Late Friday, South Africa's deputy foreign minister Marius Fransman, who has led regional efforts to restore democracy in Madagascar, issued what could be read as a warning to Ravalomanana not to return, or to Rajoelina not to seek his rival's arrest.

Fransman noted "the current contextual challenges relating to the political situation in Madagascar," but did not elaborate. Then he said he was calling "on all the political formulations and the political leadership, in particular ... Mr. Andry Rajoelina and former President Mr. Marc Ravalomanana to exercise political maturity."

Asked at the Johannesburg airport about Fransman's comments, Ravalomanana said, "We are mature."

Ravalomanana has accepted a plan negotiated by Fransman that calls for elections next year overseen by a unity government. The unity government is in place, with Rajoelina as its president, but members are bickering over how positions were filled.

Friday, Ravalomanana told reporters he would work with anyone, including Rajoelina, to "build a new Madagascar." But he acknowledged Rajoelina has rebuffed his overtures.

The Ravalomanana-Rajoelina rivalry is a particularly bitter example of a long history of strong men vying for power in Madagascar since independence from France in 1960. The political influence of the security forces is strong.

For months before the coup, Rajoelina led rallies against Ravalomanana, whom he accused of being out of touch with the sufferings of the country's impoverished majority.

Ravalomanana's government at one point blocked the signal of a radio station Rajoelina owned. In response, Rajoelina supporters set fire to a building in the government broadcasting complex as well as an oil depot, a shopping mall and a private TV station linked to Ravalomanana. Scores of people were killed.

Days later, soldiers opened fire on anti-government protesters, killing at least 25. The incident cost Ravalomanana much of the support of the military, which blamed him for the order to fire at demonstrators.

Friday, Ravalomanana told reporters he had nothing to do with orders to close the radio station or fire on demonstrators. Ravalomanana added that if he were to regain power, he would put into practice what he said he had learned during exile in South Africa about respecting the rule of law and freedom of expression. South Africa saw brutal white minority rule peacefully toppled in 1994 and multiracial democracy installed through negotiations and power-sharing.

"We cannot solve this crisis in Madagascar without genuine dialogue," Ravalomanana said.

Sony unveils Walkman B170 Series, promises to boost your bass

Sony has unveiled a slate of new Walkman MP3 players today, with the launch of its B170 Series. Available in both 2GB and 4GB varieties, these new devices weigh in at just 28 grams, but apparently pack plenty of punch, providing up to 18 hours of listening on a full charge. If you're pressed for time, though, you can just plug it in for three minutes, which, in turn, will give you a full 90 minutes of listening time. (AP) ? A huge drilling rig arrived Thursday in the warm Gulf waters north of Havana, where it will sink an exploratory well deep into the seabed, launching Cuba's dreams of striking it rich with offshore oil.

The Scarabeo-9 platform was visible from Havana's sea wall far off on the hazy horizon as it chugged westward toward its final drill site about 30 miles (50 kilometers) from the capital, and 60 miles (90 kilometers) south of Key West.

Spanish oil company Repsol RPF, which is leasing the rig for about a half-million dollars a day, said it expects to begin drilling within days to find out whether the reserves are as rich as predicted.

"The geologists have done their work. If they've done it well, then we'll have a good chance of success," Repsol spokesman Kristian Rix said by phone from Madrid. "It's been a long process, but now we're at the point where we discover whether our geologists have got it right. It's a happy day."

It's been a long, strange journey for the Scarabeo-9, Repsol and Cuba, a process shadowed at every step by warnings of a possible environmental debacle and decades of bad blood between Cuba and the United States.

The U.S. trade embargo essentially bars U.S. companies from doing oil business with Cuba and threatens sanctions against foreign companies if they don't follow its restrictions, making it far more complicated to line up equipment and resources for the project.

To avoid sanctions, Repsol chose the Scarabeo-9, a 380-foot-long (115-meter), self-propelled, semisubmersible behemoth built in China and Singapore and capable of housing 200 workers. The rig qualifies for the Cuba project because it was built with less than 10 percent U.S.-made parts, no small feat considering America's dominance in the industry.

While comparable platforms sat idle in the Gulf of Mexico, the Scarabeo-9 spent months navigating through three oceans and around the Cape of Good Hope to arrive in the Caribbean at tremendous expense.

Even after the rig is in place, the embargo continues to affect just about every aspect.

The Scarabeo-9's blowout preventer, a key piece of machinery that failed in the 2010 Macondo-Deepwater Horizon disaster, is state of the art. But its U.S. manufacturer is not licensed to work with Cuba so replacement parts must come through secondary sources.

It's also more complicated to do things like the maintenance necessary to keep things running smoothly and decrease the chances of something going wrong.

If it does, Cuba would be hard-pressed to respond to a major spill on its own, and getting help isn't as simple as making a phone call to Washington. The embargo would require licenses to be issued for all manner of equipment and services for an emergency response.

Few U.S. companies so far have gotten permission to work with the Cubans in the event of a spill ? representing just 5 percent of all the resources thrown at the Macondo blowout, according to an estimate by Lee Hunt, president of the International Association of Drilling Contractors.

Two U.S. companies have received licenses to export capping stacks, crucial pieces of equipment for stopping gushing wells, but related services like personnel and transportation have not been green-lighted, Hunt said.

"So what you have is a great big intelligent piece of iron without a crew," he said. "You can't just drop it on the hole and hope (the spill) will stop. It's not a cork."

Even Tyvek suits worn by cleanup crews cannot currently be exported to Cuba because potentially they could be used for the construction of bacteriological or chemical weapons, Hunt added.

Meanwhile cooperation between the two governments, which often struggle to see eye-to-eye on things as basic as delivering each other's mail, has been only bare-bones.

"With any other country ? Mexico, Canada or Russia ? we would already have in place agreements between the coast guards of the two countries," said Dan Whittle, Cuba program director for the Environmental Defense Fund. "There would be contingency plans written and publicly available. There already would have been drills, a comprehensive action plan for responding to a spill."

"We don't have that yet."

There has been some movement.

U.S. inspectors examined the rig last week in Trinidad and gave it a clean bill of health, though notably said that did not constitute any certification. And American representatives at a regional oil meeting last month in the Bahamas were left impressed by their Cuban counterparts' openness and willingness to share information.

But the countries' proximity has increased fears of a disastrous spill with the potential to foul not only Cuba's reefs and gleaming, white-sand beaches, but also, swept up by the Gulf Stream, the coast of Florida and the Atlantic Seaboard up to North Carolina.

Curiously, those fears have been cited by people on both sides of the embargo issue: Some say the prospect of environmental disaster shows the U.S. needs to lift the embargo and work with the Cubans in the interest of safety; others say the fact that the trade ban failed to prevent Cuba from drilling shows it needs to be made even tougher.

Some of the harshest criticism has come from Cuban-American members of Congress such as House Foreign Affairs Committee chairwoman Ileana Ros-Lehtinen, who recently accused the Obama administration of dropping the ball on Cuban drilling.

"Oil exploration 90 miles off the Florida coast by this corrupt, unaccountable dictatorship could result in horrific environmental and economic damage to our Gulf Coast communities, in addition to enriching the Castro tyranny," Ros-Lehtinen said.

The exact size of Cuba's offshore reserves, estimated at 5 billion to 9 billion barrels, is still unknown. And production would not come online for years, so any windfall is still on the horizon. But island officials are hopeful of a big strike that could inject much-needed cash into their struggling economy, and they're not asking anyone for permission.

"Cuba is going through its own change regardless of American foreign policy," said U.S. Sen. Dick Durbin of Illinois, the No. 2 Democrat in the U.S. Senate who met with Cuban officials in Havana this week on oil and other matters.

"This discovery, or potential discovery, of significant amounts of oil could dramatically change the economy of Cuba, and change the relationship with the United States in small ways and large," Durbin said while visiting Haiti on Thursday.

In what experts were calling the largest series of hack attacks in history, the faceless global organization of Internet activists claimed responsibility for taking down the websites of the U.S. Department of Justice and the world's biggest record label, Universal Music Group, along with the sites for the Recording Industry Association of America, the Motion Picture Association of America, the U.S. Copyright Office and the Utah Chiefs of Police Association. The organization also threatened a similar action against the FBI's website.

At press time, the Universal and Utah Chiefs sites appeared to still be down, while the others had restored service. The MPAA issued a statement on Thursday about the hack. "Our website and many others, including the Department of Justice, were attacked today and the hacker group Anonymous is claiming responsibility for the attacks," it read. "We are working with law enforcement authorities to identify those responsible. Unfortunately, some groups believe that speech or ideas that they disagree with should be silenced. This could not be more wrong. No matter the point of view, everyone has a right to be heard. The motion picture and television industry has always been a strong supporter of free speech. We strongly condemn any attempts to silence any groups or individuals ... protecting copyrights and protecting free speech go hand in hand."

In response to the takedowns, the Twitter feed associated with Anonymous posted the group's manifesto: "We are Anonymous, We are legion, We never forgive, We never forget, Expect us." In a later communiqué, the group wrote, "the government takes down Megaupload? 15 minutes later Anonymous takes down government & record label sites."

The action came after the U.S. Department of Justice shut down the content-sharing site and charged its founder and several employees with copyright infringement and multiple racketeering charges. A federal indictment alleges that Megaupload, which allows users to transfer large files, has generated more than $175 million in criminal proceeds and costs copyright-holders more than $500 million in lost revenue from pirated movies, albums and other materials.

Swizz Beatz, Megaupload's CEO, was not charged in the indictment, and as of press time it was still unclear how the producer/rapper's involvement with the company will play into the case.

Four company executives were arrested in New Zealand by that country's authorities on Friday morning, including Megaupload founder Kim Dotcom, 37. In addition to more than $8 million seized from financial institutions, the police seized several luxury cars from the group during a raid on 10 properties.

Though the raid and arrests came one day after a massive online protest against SOPA/PIPA, the proposed Congressional legislation aimed at curbing online piracy, an FBI official told Reuters that the two events were unrelated.

"The FBI contacted New Zealand Police in early 2011 with a request to assist with their investigation into the Mega Conspiracy," said Detective Inspector Grant Wormald from the Organised and Financial Crime Agency of New Zealand.

Jury scheduled to return in war crime trial (AP)

CAMP PENDLETON, Calif. ? Court proceedings were scheduled to reconvene Friday in the trial of a major Iraq war crimes case, after a military judge excused jurors for nearly two days and asked lawyers to explore their options.

The judge's actions fueled speculation that a plea deal was in the works that could end the trial of Staff Sgt. Frank Wuterich of Meriden, Conn., who led a squad that killed 24 unarmed Iraqi civilians.

But defense attorney Neal Puckett told The Associated Press late Thursday that he expected a full day of testimony Friday, with a squad mate and a forensic scientist with the Naval Criminal Investigative Service expected to take the stand.

Wuterich led the squad that killed 24 Iraqis during raids on homes in the town of Haditha in 2005 after a roadside bomb killed one Marine. He faces nine counts of involuntary manslaughter, among other charges.

Puckett said prosecutors also will show outtakes from an interview that Wuterich gave in 2007 to CBS's "60 Minutes." The trial was delayed for years by pre-trial wrangling between the defense and prosecution, including over whether the military could use the unaired outtakes. Prosecutors eventually won the right to view the footage.

The all-Marine jury at Camp Pendleton, Calif., was excused after a lunch break Wednesday.

The judge, Lt. Col. David Jones, told lawyers after jurors left the room to explore their options. He called for the court to be back in session at 1 p.m. Thursday. But 30 minutes before then, military officials told reporters the jury had been informed not to come back until Friday morning.

Wuterich is one of eight Marines initially charged. None has been convicted.

Wuterich has said he regretted the loss of civilian lives but believed he was operating within military combat rules.

Prosecutors have argued Wuterich lost control of himself after seeing the body of his friend blown apart by the bomb.

The incident still fuels anger in Iraq today and was a main reason behind the country's demands that U.S. troops not be given immunity from its legal system. Those demands were the deal breaker in keeping forces there after the war ended in December.

Breast cancer cells targeted, then burned, by gold-filled silicon wafers
(Nanowerk News) By shining infrared light on specially designed, gold-filled silicon wafers, scientists at The Methodist Hospital Research Institute have successfully targeted and burned breast cancer cells. If the technology is shown to work in human clinical trials, it could provide patients a non-invasive alternative to surgical ablation, and could be used in conjunction with traditional cancer treatments, such as chemotherapy, to make those treatments more effective.
The research is presented in the first issue of the new Advanced Healthcare Materials ("Cancer Therapy: Cooperative, Nanoparticle-Enabled Thermal Therapy of Breast Cancer").
"Hollow gold nanoparticles can generate heat if they are hit with a near-infrared laser," said Research Institute Assistant Member Haifa Shen, M.D., Ph.D., the report's lead author. "Multiple investigators have tried to use gold nanoparticles for cancer treatment, but the efficiency has not been very good -- they'd need a lot of gold nanoparticles to treat a tumor."
Instead, Shen and his colleagues turned to a technology developed by the study's principal investigator, Mauro Ferrari, Ph.D., The Methodist Hospital Research Institute (TMHRI) president and CEO, to amplify the gold particles' response to infrared light.

This false color image shows the embedding of hollow gold particles inside silicon wafers. The gold particles heat up quickly when harmless infrared radiation is shone upon them, causing nearby tissue (in this case, breast cancer cells) to die.
"We developed a system based on Dr. Ferrari's multi-stage vector technology platform to treat cancers with heat," Shen said. "We found that heat generation was much more efficient when we loaded gold nanoparticles into porous silicon, the carrier of the multistage vectors."
Shen and his team found that in the presence of 808 nanometer light, the gold-filled silicon particles heated up a surrounding solution by about 20 deg C (35 deg F) in seven minutes. Water particles immediately around the particles were presumed to have been hotter.
And experiments showed that tumor cell growth was lowest in the presence of gold-loaded silicon nanoparticles in three types of breast cancer cells -- MDA-MB-231 and SK-BR-3 (human), and 4T1 (mouse).
The silicon wafers the scientists are using are the result of painstaking work by Ferrari's group to design nanoparticles that preferentially bind to breast cancer cells, rather than, say, healthy liver or immune system cells. The shape and size of the silicon particles, as well as their surface chemistry, are all crucial, Ferrari's group found. Too big or the wrong shape, and the silicon nanoparticles bind to multiple cell types -- or none at all. Polyamine structures are attached to the wafers to improve their attraction to cancer cell surfaces and their solubility. The wafers are about one micrometer in diameter (one-thousandth of a millimeter). By contrast, the typical breast cancer cell is about 10 to 12 times that size.
Shen says the gold particles, too, must be designed with a specific use in mind, albeit for indirect reasons.
"The hollow gold particles we load into the porous silicon must be the right size and have the correct-sized space inside them to interact with the infrared light we are using," he said. "But the wavelength of infrared we use will have to change depending on where the tumor is. If it's close to the skin, we can use shorter wavelengths. Deeper inside the body, we have to use longer wavelengths of infrared to penetrate the tissue. The hollow space of the gold particles must be modified in response to that."
Both silicon and gold have low toxicity profiles in the human body, and are popular materials in current investigations using medical nanotechnology. Silicon is steadily broken down by physiological processes into an acid that is removed through the kidneys. And gold is chemically inert.
And infrared -- the type of light used by TV remote controls and garage door openers -- is also far less dangerous than light with shorter wavelengths, such as ultraviolet, which can cause DNA damage, and x-rays.
Understanding why hollow gold particles heat up in the presence of certain wavelengths of infrared is complex enough to require some background in physical chemistry. But the upshot is that the energy of certain wavelengths of light is largely absorbed by the particles, and that energy is released as vibrational (heat) energy. Absorption is influenced both by the diameter of the space within the hollow gold particles, and by the properties of gold itself.
Shen says he'd like to know whether the silicon-gold nanotechnology can be used to wipe out whole tumors, rather than just cancerous cells.
"We are planning pre-clinical studies to study the technology's impact on whole tissues, breast cancer cells and possibly pancreatic cancer cells," Shen said. "We would also like to see whether this approach makes chemotherapy more effective, meaning you could use less drugs to achieve the same degree of success in treating tumors. These investigations are next."
