Common food supplement fights degenerative brain disorders, study suggests

May 21, 2013 ? Widely available in pharmacies and health stores, phosphatidylserine is a natural food supplement produced from beef, oysters, and soy. Proven to improve cognition and slow memory loss, it's a popular treatment for older people experiencing memory impairment. Now a team headed by Prof. Gil Ast and Dr. Ron Bochner of Tel Aviv University's Department of Human Molecular Genetics has discovered that the same supplement improves the functioning of genes involved in degenerative brain disorders, including Parkinson's disease and Familial Dysautonomia (FD).

In FD, a rare genetic disorder that impacts the nervous system and appears almost exclusively in the Ashkenazi Jewish population, a genetic mutation prevents the brain from manufacturing healthy IKAP proteins -- which likely have a hand in cell migration and aiding connections between nerves -- leading to the early degeneration of neurons. When the supplement was applied to cells taken from FD patients, the gene function improved and an elevation in the level of IKAP protein was observed, reports Prof. Ast. These results were replicated in a second experiment which involved administering the supplement orally to mouse populations with FD.

The findings, which have been published in the journal Human Molecular Genetics, are very encouraging, says Prof. Ast. "That we see such an effect on the brain -- the most important organ in relation to this disease -- shows that the supplement can pass through the blood-brain barrier even when administered orally, and accumulate in sufficient amounts in the brain."

Slowing the death of nerve cells

Already approved for use as a supplement by the FDA, phosphatidylserine contains a molecule essential for transmitting signals between nerve cells in the brain. Prof. Ast and his fellow researchers decided to test whether the same chemical, which is naturally synthesized in the body and known to boost memory capability, could impact the genetic mutation which leads to FD.

Researchers applied a supplement derived from oysters, provided by the Israeli company Enzymotec, to cells collected from FD patients. Noticing a robust effect on the gene, including a jump in the production of healthy IKAP proteins, they then tested the same supplement on mouse models of FD, engineered with the same genetic mutation that causes the disease in humans.

The mice received the supplement orally, every two days for a period of three months. Researchers then conducted extensive genetic testing to assess the results of the treatment. "We found a significant increase of the protein in all the tissues of the body," reports Prof. Ast, including an eight-fold increase in the liver and 1.5-fold increase in the brain. "While the food supplement does not manufacture new nerve cells, it probably delays the death of existing ones," he adds.

Therapeutic potential for Parkinson's

That the supplement is able to improve conditions in the brain, even when given orally, is a significant finding, notes Prof. Ast. Most medications enter the body through the blood stream, but are incapable of breaking through the barrier between the blood and the brain.

In addition, the researchers say the supplement's positive effects extend beyond the production of IKAP. Not only did phosphatidylserine impact the gene associated with FD, but it also altered the level of a total of 2400 other genes -- hundreds of which have been connected to Parkinson's disease in previous studies.

The researchers believe that the supplement may have a beneficial impact on a number of degenerative diseases of the brain, concludes Prof. Ast, including a major potential for the development of new medications which would help tens of millions of people worldwide suffering from these devastating diseases.

Motorola XT1056 gains FCC credentials for Sprint

The future of Motorola's smartphones are now falling into place, and we couldn't be more excited. Following the FCC certification of the XT1058 for AT&T, a similar test report for the XT1056 has just crossed our desk. This time around, the smartphone carries certification for LTE Band 25, which puts it as a dead ringer for a Sprint device. Regardless of whether this handset turns out to be the purported "X phone" is almost beside the point, because we already know that cross-carrier availability and stock Android are key to Motorola's future in the smartphone realm. There are a few worthwhile points to take away from the FCC certification of the XT1056, which suggest that this will be a very capable handset.

First and foremost, we're looking at a device that'll offer NFC, Bluetooth 4.0 LE+EDR and 802.11ac. In addition to support for Sprint's network, the phone also carries certification for HSPA+ 21 Mbps over the 2100, 1900 and 850MHz bands, although the documentation specifically states that it'll be SIM-locked for all US carriers. All in all, these are good signs of what's to come. Now, if only Motorola could get on with the reveal.

ESPN cutting workforce, 'smartly managing costs'

NEW YORK (AP) ? ESPN says that it is cutting its workforce.

The sports media giant said in a statement Tuesday: "We are implementing changes across the company to enhance our continued growth while smartly managing costs." The company would not say how many jobs are being eliminated, but they include unfilled positions.

ESPN has about 7,000 employees worldwide, with about 4,000 at its headquarters in Bristol, Conn. The vast majority work behind the scenes.

This is the latest in a series of recent job cuts at several Disney divisions. ESPN specifically has seen costs increase with skyrocketing prices for the broadcasting rights to live sports.

WHO says single yellow fever shot is enough

GENEVA (AP) ? The World Health Organization says a yellow fever booster vaccination given 10 years after the initial shot isn't necessary.

The U.N.'s global health agency said Friday that its expert group on immunization believes a single dose of vaccination is sufficient to confer lifelong immunity against the disease.

The Geneva-based body says only 12 known cases of yellow fever after vaccination have ever been identified. Some 600 million doses have been dispensed since yellow fever vaccination began in the 1930s.

Yellow fever is an acute viral hemorrhagic disease transmitted by infected mosquitoes that is endemic to 44 countries in tropical areas of Africa and the Americas.

There are an estimated 200,000 cases of yellow fever and up to 15,000 deaths worldwide each year.

Report: Dzhokhar Tsarnaev confessed to bombings in a note

Dzhokhar Tsarnaev, the prime suspect in the Boston marathon bombings, reportedly wrote a note claiming responsibility and claiming that he and his brother's motive for the bombings was retribution for Muslims in the wars in Afghanistan and Iraq. Tsarnaev allegedly penned the note on the interior of the boat where he was found after a day-long manhunt, and CBS reports that this note will now be used it court. CBS's John Miller has the scoop, and is the only one with a report on the note at the moment:

Sources tell Miller that Tsarnaev wrote the note in the boat he was hiding in as police pursued him, and as he bled from gunshot wounds sustained in an earlier shootout between police and his older brother.

The note, scrawled with a pen on the interior wall of the cabin, said the bombings were retribution for what the U.S. did to Muslims in Afghanistan and Iraq, and called the Boston victims collateral damage in the way Muslims have been in the U.S.-driven wars. When you attack one Muslim, you attack all Muslims, the note added.

What it sounds like is that Tsarnaev may have thought he was going to die and then decided to scribble out a last confession. ?The note doesn't necessarily give us a solid answer to whether or not Tsarnaev was brainwashed by his brother and it doesn't exactly pinpoint how much agency Tsarnaev possessed when he allegedly planned the bombings?two big questions which may determine what kind of punishment Tsarnaev will face.

It could also give investigators more information than what they've been working with so far, since?Tsarnaev has reportedly kept quiet?after?receiving his Miranda warning. CBS adds?that the note will be used in any trial Tsarnaev faces:

The note, says Miller, will be a significant piece of evidence in any Dzhokar trial - it is clearly admissible, and paints the clearest picture authorities have of why the brothers did what the note says they did.

Delhi Daredevils skipper Mahela Jayawardene on Thursday admitted that his batsmen failed to counter the Kings XI Punjab?s impressive bowling show in the 67th match of the ongoing 2013 Indian Premier League.

Rain or shine, Obama promises action on controversies

WASHINGTON (AP) ? President Barack Obama tried to defuse a trio of controversies Thursday, pledging to work with Congress to ensure the IRS doesn't abuse its power, urging legislators to provide more money to strengthen security at U.S. diplomatic outposts and promising to seek "a balance" between national security and a need to protect freedom of the press.

"I think we're going to be able to fix it," Obama said, speaking in particular of the IRS' targeting of conservative groups for special scrutiny. He vowed to make sure the agency is "doing its job scrupulously and without even a hint of bias."

Trying to steer clear of Republican criticism of the administration's response to the terror attacks that killed four Americans last year in Benghazi, Libya, the president called on Congress to work with the White House to provide more money to strengthen U.S. diplomatic missions' security.

"We need to come together and truly honor the sacrifice of those four courageous Americans and better secure our diplomatic posts around the world," Obama said. "That's how we learn the lessons of Benghazi. That's how we keep faith with the men and women who we send overseas to represent America."

Obama also was asked about the government's seizure of telephone records of reporters and editors of The Associated Press in an investigation of news leaks. The president said he would not comment on that specific case but said that "leaks related to national security can put people at risk." At the same time, he said, the government has an obligation to be open. He said the challenge was to find an appropriate balance between secrecy and the right to know.

Obama said he makes no apologies for trying to protect classified information, but he also said the AP case shows the importance of striking a proper balance between safeguarding classified information and ensuring freedom of the press.

"That's a worthy conversation to have," Obama said in his first public comments on the AP matter.

Obama said it was a good time to take another look at proposed legislation to protect journalists from having to reveal information, including the identity of sources who have been promised confidentiality. The bill contains exceptions in instances of national security.

Noting the presence of U.S. troops and intelligence officers in risky situations around the world, Obama said, "Part of my job is to make sure that we're protecting what they do while still accommodating for the need for the public to be informed and to be able to hold my office accountable."

The president is trying to shake off a growing perception that he has been passive in responding to a series of developments that threaten to derail his second-term agenda and ensnarl his White House in GOP-led congressional investigations.

Hoping to regain momentum, already this week Obama has released a trove of documents related to the Benghazi terror attacks amid pressure from Republicans, asked Congress to revive action on the shield law, and forced the resignation of the top IRS official. The president is expected to nominate a new acting IRS commissioner this week to replace Steven Miller, who resigned Wednesday.

The president spoke at a rainy Rose Garden news conference with Turkish Prime Minister Recep Tayyip Erdogan. As drizzles gave way to a steady rain, Obama summoned Marine guards to provide umbrellas for Erdogan and himself, joking, "I've got a change of suits but I don't know about our prime minister."

Obama's initial response to the three controversies was cautious. That, combined with his earlier lack of awareness about controversies brewing within his administration, opened him to criticism from his Republican foes.

"If Obama really learned about the latest IRS and AP secret subpoena scandals in the news, who exactly is running the ship at the White House?" Republican National Committee spokeswoman Kirsten Kukowski said.

And, in a worrisome sign for the White House, some Democrats also criticized the president for not being more aggressive in responding to trouble within the government.

Robert Gibbs, Obama's former White House press secretary, said the president should have appointed a bipartisan commission of former IRS officials to look into the issue of targeting political organizations. And Gibbs gently chided his former boss for using passive language when he first addressed the political targeting during a White House news conference Monday.

"I think they would have a much better way of talking about this story rather than simply kind of landing on the, 'Well, if this happened, then we'll look at it'," Gibbs said on MSNBC.

The fresh pair of controversies coincided with a resurgence in the GOP-led investigation into the Sept. 11, 2012, attacks on a U.S. compound in Benghazi that killed the U.S. ambassador and three other Americans.

Congressional Republicans launched another round of hearings on the attacks last week. And on Friday, a congressional official disclosed details of emails among administration officials that resulted in talking points, used to publicly discuss the deadly incident, being revised to downplay the prospect that the attacks were an act of terror.

Obama aides insisted the emails were either taken out of context or provided no new information, but they resisted pressure to make the emails public for five days before finally disclosing them to reporters Wednesday. The emails revealed that then-CIA Director David Petraeus disagreed with the final talking points, despite the White House's insistence that the intelligence agency had final say over the statements.

The White House has publicly defended its handling of the controversies. Obama spokesman Jay Carney has insisted it would be "wholly inappropriate" for the president, in the case of the Justice Department matter, to weigh in on an active investigation, and in the case of the IRS controversy, to insert himself in the actions of an independent agency.

However, legal scholar Jonathan Turley disputed those assertions, saying there is no legal reason a president would be precluded from learning about the investigations before the public did or from commenting on them, at least broadly.

"These comments treat the president like he's the bubble boy," said Turley, a law professor at George Washington University.

Milestone in medical human 'cloning'

Human cloning has been used to produce early embryos, marking a "significant step" for medicine, say US scientists.

The cloned embryos were used as a source of stem cells, which can make new heart muscle, bone, brain tissue or any other type of cell in the body.

The study, published in the journal Cell, used methods like those that produced Dolly the sheep in the UK.

However, researchers say other sources of stem cells may be easier, cheaper and less controversial.

Stem cells are one of the great hopes for medicine. Being able to create new tissue might be able to heal the damage caused by a heart attack or repair a severed spinal cord.

There are already trials taking place using stem cells taken from donated embryos to restore people's sight.

However, these donated cells do not match the patient so they would be rejected by the body. Cloning bypasses this problem.

The technique used - somatic cell nuclear transfer - has been well-known since Dolly the sheep became the first mammal to be cloned, in 1996.

Skin cells were taken from an adult and the genetic information was placed inside a donor egg which had been stripped of its own DNA. Electricity was used to encourage the egg to develop into an embryo.

However, researchers have struggled to reproduce the feat in people. The egg does start dividing, but never goes past the 6-12 cell stage.

'Real deal'

A South Korean scientist, Hwang Woo-suk, did claim to have created stem cells from cloned human embryos, but was found to have faked the evidence.

Now a team at the Oregon Health and Science University have developed the embryo to the blastocyst stage - around 150 cells - which is enough to provide a source of embryonic stem cells.

Cloned babies?

Could scientists fully clone a person? It's an interesting question that emerges from this research.

These researchers have certainly developed a cloned embryo further than anyone else.

But producing a five-day-old embryo is a world away from a woman giving birth to the first human clone.

The embryo would need to be implanted as per IVF, but primate research shows that things often go wrong before the clone is born.

Prof Robin Lovell-Badge of the UK National Institute for Medical Research said: "It is an unsafe procedure in animals and it will similarly be an unsafe procedure in humans. For this reason alone it should not be attempted."

It would also be illegal is some countries, such as the UK, which differentiate between "therapeutic" and "reproductive" cloning.

Dr Shoukhrat Mitalipov said: "A thorough examination of the stem cells derived through this technique demonstrated their ability to convert just like normal embryonic stem cells, into several different cell types, including nerve cells, liver cells and heart cells.

"While there is much work to be done in developing safe and effective stem cell treatments, we believe this is a significant step forward in developing the cells that could be used in regenerative medicine."

Chris Mason, a professor of regenerative medicine at University College London, said this looked like "the real deal".

"They've done the same as the Wright brothers really. They've looked around at where are all the best bits of how to do this from different groups all over the place and basically amalgamated it.

"The Wright brothers took off and this has actually managed to make embryonic stem cells."

The ethical rival

Embryonic stem cell research has repeatedly raised ethical concerns and human eggs are a scarce resource. This has led researchers to an alternative route to stem cells.

The technique takes the same sample of skin cells but converts them using proteins to "induced pluripotent" stem cells.

However, there are still questions about the quality of stem cells produced using this method compared with embryonic stem cells.

Prof Mason said the field was leaning towards induced pluripotent stem cells: "It has got a lot of momentum behind it, a lot of funding and a lot of powerful people now."

Dr Lyle Armstrong at Newcastle University said that the study "without doubt" marked an advance for the field.

But he warned: "Ultimately, the costs of somatic cell nuclear transfer-based methods for making stem cells could be prohibitive."

Dr David King, from the campaign group Human Genetics Alert, warned that: "Scientists have finally delivered the baby that would-be human cloners have been waiting for: a method for reliably creating cloned human embryos.

"This makes it imperative that we create an international legal ban on human cloning before any more research like this takes place. It is irresponsible in the extreme to have published this research."

(AP) ? Research In Motion unveiled a lower-cost BlackBerry aimed at consumers in emerging markets on Tuesday, stepping up its efforts to regain market share lost to Apple's iPhone and Android devices powered by Google's software.

The lower-cost gadget, called the Q5, is the company's third smartphone to run the new BlackBerry 10 system. It will have a physical keyboard, something that sets RIM's devices apart from Apple's iPhone and most Android phones.

RIM CEO Thorsten Heins said the "slim, sleek" device will be available in red, black, white and pink. He announced the phone to a packed ballroom to open RIM's annual three-day conference in Orlando, Florida.

The device will be available in Europe, the Middle East, Africa, Asia (including the Asia Pacific region), and Latin America beginning in July. The Q5 isn't expected to be released in North America for now. The company did not disclose prices for the new phone.

RIM's higher-tier Q10 has been released in most markets, but delays have meant that U.S. carriers aren't likely to have it until June. The U.S. delays complicate RIM's effort to hang on to customers tempted by Apple's iPhone and a range of Android smartphones. Even as the BlackBerry has fallen behind rivals in recent years, many users have remained loyal because they prefer a physical keyboard over the touch screen found on other devices.

The Q5 differs only slightly from the Q10. Both have 2GB of RAM, though the Q5 has only 8GB of flash memory compared to 16 for the Q10. Both have 2 megapixel front-facing cameras, but the Q5's rear-facing camera is only 5 megapixels, compared to the Q10 which has 8 megapixels and also records high-definition video.

Also, the Q5 has a 3.1-inch LCD display, while the Q10 is 3.1 inches and LED.

RIM unveiled new BlackBerrys this year after delays allowed Apple and others to continue their global advance.

RIM's iconic BlackBerry device, introduced in 1999, was the dominant smartphone for on-the-go business people and consumers for nearly a decade. But rivals came out with a new generation of phones that could do more than just email and messaging, starting with the iPhone in 2007 and followed by devices running Google's Android system. Suddenly, the BlackBerry looked ancient.

According to research firm IDC, shipments of BlackBerry phones plummeted from 46 percent of the U.S. market in 2008 to 2 percent in 2012.

Though RIM continues to do well in many overseas markets, the company faced numerous delays modernizing its operating system in an effort to compete with the iPhone and smartphones running Google's Android operating system.

Heins, who became RIM's CEO in January 2012, said the company has made a lot of progress in a short period of time.

He restated BlackBerry's committed to "mobile first" and took a subtle jab at industry predictions that he might not make it to this year's conference as CEO because of the competitive mobile landscape.

"I'm happy to say they were wrong," Heins said. "We are not only still here. We are firing on all cylinders as a company."

RIM's stock fell 63 cents, or 3.8 percent, to $15.25 in afternoon trading Tuesday.

RIM also said it will offer its once-popular BlackBerry Messenger service on iPhones and devices running Google's Android software.

Heins said iPhone and Android versions of the BlackBerry Messenger app will be available for free, subject to approval by Google Play and the Apple App Store.

"It's time to bring BBM to a greater audience," Heins said. "I cannot wait for the day when all of our BlackBerry fans can send BBM invites to all their friends on other platforms. They have asked us for this for years."

The BBM service was once a reason for BlackBerry users not to defect to other smartphones. Now, there are many rival messaging services. Still, there are more than 60 million BBM users worldwide.

BBM works like text messaging but doesn't incur extra fees.

Colin Gillis, an analyst at BGC Partners, said offering BBM on rival platforms is a good move because closed ecosystems don't work anymore. He said the company was forced to do it but said it might be too late.

"BBM is a communication network and it's only as powerful as people who are on it," Gillis said.

Heins said RIM is "definitely in the race" and that he is excited about the company's outlook, predicting the most successful year for BlackBerry.

"What I can say is that 12 months ago I was told we would be out of business in two quarters, and that we could burn through our cash within two quarters. It didn't happen. We are confident in the future of BlackBerry 10."

Asked about a move away from tablet technology, Heins said that the future is in mobile and that BlackBerry's new initiatives are to target a consumer it thinks will rely on one mobile device for all communications within seven years.

RIM's tablet, the Playbook, has not sold well.

"You will always have people that are in a very limited view (asking questions) like 'when are you going to take on Apple?'" Heins said. "That's not the way I'm thinking about this."

Telescope Reveals Spectacular 'Fiery Ribbon' in Orion Nebula (Photos)

A telescope in Chile has captured stunning new photos of a cosmic ribbon shimmering in the Orion nebula more than 1,000 light-years from Earth.

The new images ? released by the?European Southern Observatory?today (May 15) ? show what scientists described as a "fiery ribbon" of red gas and dust shining in the constellation Orion's belt. The ribbon is a small part of a huge star-forming region of the universe.

ESO scientists used a telescope in Chile to craft a?video tour of the clouds of dust?that combine to create new stars. [See more jaw-dropping photos of the Orion Nebula]

"The large bright cloud in the upper right of the image is the well-known Orion Nebula, also called Messier 42," ESO officials wrote in a news release. "It is readily visible to the naked eye as the slightly fuzzy middle 'star' in the sword of Orion. The Orion Nebula is the brightest part of a huge stellar nursery where new stars are being born, and is the closest site of massive star formation to Earth."

Although the clouds of dust and gas in the red-tinted image might look as if they're burning hot, they are actually freezing cold. ESO's APEX telescope in Chile took the photo in wavelengths invisible to the human eye. In this image, the hottest object glow blue while the coolest have an orange tint.

The second, more neutrally colored photo shows the same part of the sky in the visible spectrum of light. In that image, the fiery band disappears from view because chilled particles of dust block light from shimmering through.

"At submillimeter wavelengths, rather than blocking light, the dust grains shine due to their temperatures of a few tens of degrees above absolute zero," ESO officials wrote.

The dust clouds are manipulated by stellar winds and gravitational collapse that create the "beautiful filaments, sheets and bubbles" that appear in the photos, ESO officials said. Gas blown out from the atmospheres of stars actually forms the wind that gives the clouds their shape, ESO officials added.

These photos have also helped astronomers seek out unusual objects in this region of the universe. Using this and other data, scientists think they may have found 15 protostars?? an early phase in star formation ? that pop out more brightly in submillimeter wavelengths.

"These newly discovered rare objects are probably among the youngest protostars ever found, bringing astronomers closer to witnessing the moment when a star begins to form," ESO officials said.

The European Southern Observatory project is considered the most productive ground-based astronomical observatory in the world, officials have said. Fifteen countries make up ESO.

US diplomat ordered to leave Russia in spy case

MOSCOW (AP) ? A U.S. diplomat was ordered Tuesday to leave the country after the Kremlin's security services said he tried to recruit a Russian agent, and they displayed tradecraft tools that seemed straight from a cheap spy thriller: wigs, packets of cash, a knife, map and compass, and a letter promising millions for "long-term cooperation."

The FSB, the successor agency to the Soviet-era KGB, identified the diplomat as Ryan Fogle, a third secretary at the U.S. Embassy in Moscow, detaining him briefly overnight.

It alleged that Fogle was a CIA officer trying to recruit a Russian counterterrorism officer who specializes in the volatile Caucasus region in southern Russia, where the two Boston Marathon bombing suspects had their ethnic roots.

Fogle was handed over to U.S. Embassy officials, declared persona non grata and ordered to leave Russia immediately. He has diplomatic immunity, which protects him from arrest.

The State Department would only confirm that Fogle worked as an embassy employee, but wouldn't give any details about his employment record or responsibilities in Russia. Some officials also referred inquiries to the CIA, which declined comment.

Fogle was the first American diplomat to be publicly accused of spying in Russia in about a decade. While relations between the two countries have been strained, officials in both Washington and Moscow sought to play down the incident.

The Russian Foreign Ministry summoned U.S. Ambassador Michael McFaul to appear Wednesday in connection with the case. McFaul said he would not comment on the spying allegation.

Russian officials expressed indignation the U.S. would carry out an espionage operation at a time when the two countries have been working to improve counterterrorism cooperation. "Such provocative actions in the spirit of the Cold War do nothing to strengthen mutual trust," the Foreign Ministry said.

Russia's Caucasus region includes the provinces of Chechnya and Dagestan. The suspects in the April 15 Boston Marathon bombings ? Dzhokhar Tsarnaev and his elder brother, Tamerlan, who was killed in a manhunt ? are ethnic Chechens. Tamerlan spent six months last year in Dagestan, now the center of an Islamic insurgency.

U.S. investigators have been working with the Russians to try to determine whether Tamerlan Tsarnaev had established any contacts with militants in Dagestan.

Despite the end of the Cold War, Russia and the United States still maintain active espionage operations against each other. Last year, several Russians were convicted in separate cases of spying for the U.S. and sentenced to lengthy prison sentences.

But Tuesday's case had espionage elements that seemed more like "Spy vs. Spy" than Ludlum and le Carre.

Russian state TV showed pictures of a man said to be Fogle, wearing a baseball cap and a blond wig, lying face down on the ground. The man, without the wig, was also shown sitting at a desk in the offices of the FSB, the Federal Security Service.

Two wigs, a compass, a map of Moscow, a pocket knife, three pairs of sunglasses and envelopes of 500 euro notes (each bill worth $649) were among the items the FSB displayed on a table.

The FSB also produced a typewritten letter that it described as instructions to the Russian agent who was the target of Fogle's alleged recruitment effort. The letter, in Russian and addressed "Dear friend," offers $100,000 to "discuss your experience, expertise and cooperation" and up to $1 million a year for long-term cooperation. The letter also includes instructions for opening a Gmail account to be used for communication and an address to write. It is signed "Your friends."

"If this is genuine, then it'll be seen to be appallingly bad tradecraft ? being caught with a 'How-to-be-a-Spy 101' guide and a wig. He would have had to have been pretty stupid," said Mark Galeotti, a professor at New York University who studies the Russian security services.

Samuel Greene, director of the Russia Institute at King's College London, called the evidence bizarre.

"I wouldn't have thought that spies gave each other written instructions," he said in a telephone interview. Greene also noted that the FSB had displayed Fogle's official diplomatic ID, suggesting he was carrying it along with the spy paraphernalia when he was detained.

"Maybe this is what the CIA has come to, maybe the propaganda folks in the Kremlin think we are this stupid, or maybe both," he said.

A five-minute video produced by the FSB and shown on state TV showed a Russian official speaking to what appear to be three U.S. diplomats who had come to pick up Fogle in the FSB office. The official, whose face is blurred, alleged that Fogle called an unidentified FSB counterintelligence officer who specializes in the Caucasus at 11:30 p.m. Monday. He then said that after the officer refused to meet, Fogle called him a second time and offered 100,000 euros if he would provide information to the U.S.

The Russian official said the FSB was flabbergasted. He pointed to high-level efforts to improve counterterrorism cooperation, specifically FBI director Robert Mueller's visit to Moscow last week and phone calls between President Barack Obama and Russian President Vladimir Putin.

"At a time when the presidents of the two countries are striving to improve the climate of relations between the two countries, this citizen, in the name of the U.S. government, commits a most serious crime here in Moscow," the official said.

State Department spokeswoman Jen Psaki confirmed that an officer at the U.S. Embassy in Moscow was briefly detained and released.

"We have seen the Russian Foreign Ministry announcement and have no further comment at this time," said Psaki, who was in Sweden with Secretary of State John Kerry.

Little was immediately known about Fogle. A third secretary is an entry level position at the State Department, the lowest diplomatic rank in the foreign service.

Putin has stoked anti-American sentiments among Russians in recent years in what is seen as an effort to build support at home. He also appears to have a genuine distrust of Russian nongovernmental organizations that receive American funding, which he has accused of being fronts that allow the U.S. government to meddle in Russia's political affairs. Hundreds of NGOs have been searched this year as part of an ongoing crackdown by the Russian government.

Galeotti said the public exposure of Fogle suggests a political purpose behind the detention. He said these kinds of spying incidents happen with some frequency, but making such a big deal of them is rare.

"More often, the etiquette is that these things get dealt with quite quietly ? unless they want to get a message out," Galeotti said. "If you identify an embassy staffer who is a spy for the other side, your natural impulse is to leave them be, because once you identify, you can keep tabs on them, see who they talk to and everything else."

"There's no reason to make a song and dance, detain them, eject them," he said.

Greene said Fogle's detention should be seen as part of Putin's confrontation with the opposition and not as something likely to have a major impact on U.S.-Russia relations.

"I think this is mostly for domestic consumption in Russia so that people say, 'look at these naughty Americans trying to meddle in our internal affairs and spy on us,'" Greene said. "But everybody's got spies everywhere so I don't see this as a major issue."

In Washington, State Department spokesman Patrick Ventrell also said the incident was unlikely to hamper U.S.-Russia relations.

"I'm not sure I'd read too much into one incident one way or another," he told reporters, and pointed to Kerry's meeting with Russian Foreign Minister Sergey Lavrov in Sweden on Tuesday evening. "We have a very broad and deep relationship with the Russians across a whole host of issues, and we'll continue to work on our diplomacy with them directly."

Alexei Pushkov, who heads the international affairs committee in Russia's parliament, wrote in a Twitter post that the spy scandal would be short-lived and would not interfere in Kerry and Lavrov's discussions aimed at bridging deep differences over the civil war in Syria.

"But the atmosphere is not improving," Pushkov commented.

This new feature, which is rolling out worldwide over the next few days, allows Outlook.com users to chat with their friends on Google, just like they can already do with their Facebook friends. Given the somewhat strained relationship between Microsoft and Google, this move comes as a bit of a surprise, but it looks like Microsoft doesn’t expect any issues with this rollout. The new chat feature will be available across a number of Outlook.com-related products, including your inbox, calendar, address book and SkyDrive, so you can chat with your friends on Google while working on a document, for example. As Microsoft’s senior product manager for Outlook.com Dharmesh Mehta told me yesterday, Microsoft heard from its users that chat interoperability was “one of the things that was holding people back from switching from Gmail to Outlook.com.” Many of those users who did switch, he added, said that this was a feature “they missed after the switch.” To enable Google chat in Outlook.com, users simply have to connect their accounts using Google’s standard OAuth system to give Microsoft access to their accounts. After that, they can start new chats by hovering over a Gmail user’s contact cord or right from the standard chat pane. One thing that doesn’t currently work, though, is to start group chats that include Gmail and Facebook users. Mehta left open the possibility that Microsoft would enable this in the future, but for now, the team hasn’t built the pieces that would allow Microsoft to pass messages between the networks. Google is widely expected to launch updates to its own text, audio and video chat features at I/O later this week. It’s unlikely, however, that these will have any influence on the new features Microsoft announced today.
